Charles Twine Mansio, the former spokesperson for the Criminal Investigations Directorate (CID), was charged on May 22, 2025, before Buganda Road Chief Magistrate’s Court with multiple offenses following his recent disappearance.

Twine, who now serves as the Officer in Charge of Investigations at Parliament, was jointly charged with Mitala Noah, also known as Noah Mutwe.

The charges stem from alleged electronic communications made between January 2024 and May 2025. According to court documents, the two face eight criminal counts, as detailed in a charge sheet.

Among the charges, Twine is accused of “incitement to violence” under Section 79(1) of the Penal Code Act, for allegedly using social media to incite Mutwe to attack and kill the President of Uganda. He also faces similar accusations related to Gen. Muhoozi Kainerugaba, who happens to be the President’s son and Chief of Defense Forces.

Additionally, Twine is charged with hate speech under the Computer Misuse Act, for allegedly using a computer to spread harmful information about several prominent Ugandan figures, including Speaker of Parliament  Anita Annet Among, Deputy Speaker Thomas Tayebwa, and Gen. Muhoozi.

He is accused of sharing inflammatory content that targeted these individuals’ character and political positions, potentially inciting hostility.

The charges extend further, including malicious information against Among (Speaker) and defamation of other officials like Gen. James Birungi.

Twine is also accused of making statements intended to promote hostility against the Bahima ethnic group.

The charges conclude with a conspiracy allegation, accusing Twine and his co-accused of planning to incite violence against Uganda’s President and Gen. Muhoozi.

Twine’s disappearance, after a scheduled meeting at police headquarters in Naguru, led to widespread concern. His phones were reportedly switched off, prompting fears for his safety among family and colleagues.

Twine has been remanded in custody pending further legal proceedings.
