KALUNGU District: President Yoweri Kaguta Museveni has pledged to introduce fish farming along the edges of the Lwera wetland to replace the current rice-growing scheme, as part of a broader wealth creation strategy for communities in the area.

Addressing an NRM presidential campaign rally at Bulakati Play Grounds in Kalungu District, President Museveni explained that his proposal follows practical findings which show that fish farming is both more profitable and environmentally sustainable than rice cultivation near wetlands.

He cited the success of the Limoto Presidential Fish Farm in Pallisa District as a model that can be replicated in Lwera.
During the same rally, the President committed to establishing an industrial park on Uganda People’s Defence Forces (UPDF) land at Bulakati. He said the industrial park will create jobs for local residents and support long-term wealth creation efforts in Kalungu District.

President Museveni also assured residents that government plans are underway to install coffee processing machines in the district to promote value addition and increase farmers’ incomes. He encouraged the people of Kalungu to aggressively embrace wealth creation initiatives as outlined in the NRM manifesto, particularly commercial agriculture.

Commending farmers who have already taken up coffee growing, the President said the initiative is yielding positive results in Kalungu and across the country. He challenged those who have not yet participated to “wake up and join the course for wealth creation.” He noted that the national coffee campaign has contributed to a significant rise in Uganda’s coffee exports, from three million to ten million bags annually.

The President further guided farmers on the four-acre model, proper enterprise selection, and pledged continued government support through free coffee seedlings and micro-irrigation schemes.

He also confirmed plans to tarmac the Kabulasoke–Kifampa–Bugomola–Kyamulibwa–Villa Maria road, adding to ongoing infrastructure improvements in the district.

He highlighted major road projects already completed or underway, including the Kampala–Kalungu–Masaka road and the Mpigi–Butambala–Kanoni–Sembabule–Masaka road, which have improved connectivity and trade in the region.

President Museveni criticized opposition Members of Parliament from Kalungu, accusing them of frustrating development through miscoordination and mismanagement of government programs. He urged voters to elect ideologically grounded NRM leaders in the forthcoming general elections.

On social services, the President promised to extend clean and safe water to the remaining 17 villages in Kalungu District, noting that 251 out of 268 villages are already served. He also approved the elevation of Kalungu Health Centre IV to a district general hospital and pledged to fast-track additional health interventions in his next term.

In education, President Museveni highlighted achievements including the construction of 88 government primary schools in 32 out of 37 parishes and 12 government secondary schools across the district’s seven sub-counties.

He also assured residents of a planned scale-up in electricity distribution and encouraged households to adopt specialized skills for employment and wealth creation, including vocational training offered through the Presidential Industrial Skilling Hub.

Presenting the Kalungu District report, Hajji Twaha Ssonko Kiganda, the NRM Chairperson for Kalungu, commended President Museveni and the NRM government for consistent efforts to eradicate poverty. He described Museveni as the only candidate among the eight presidential contenders with a clear vision for Uganda’s future and urged residents to vote for him in the January 15, 2026 elections.

Hajji Twaha revealed that Kalungu District has so far received Shs11 billion under the Parish Development Model (PDM), adding that implementation has been smooth and beneficiaries have not faced major challenges.

He also raised key issues he hopes the President will address in his next term, including construction of the 48-kilometre Villa Maria–Kabulasoke road and the Bukulula–Kalungu–Lukaya–Miwula–Kagologolo road. He further requested the establishment of at least one seed secondary school in Kalungu West Constituency, noting that the existing one in Kalungu East is insufficient for the growing number of school-going children.

On health, Hajji Twaha appealed for the establishment of a Health Centre IV in Kalungu West, similar to the one in Kalungu East. While commending the government for extending electricity to many areas, he asked that the remaining underserved communities be connected in the next term.

He concluded by requesting a special meeting with the President and selected district leaders to discuss outstanding local issues that require urgent attention.
