KAMPALA, Uganda UGNEWSLINE – A Kampala court has remanded businessman and TikToker Hassan Nsubuga to Luzira Prison after he denied six charges of cyber harassment, cyberstalking and unlawful obtaining and disclosure of personal data involving Ministry of Health Permanent Secretary Dr Diana Atwine and Lands Minister Judith Nabakooba.
Nsubuga appeared before City Hall Grade One Magistrate Edgar Karakire and denied the charges.
He applied for bail but the magistrate rejected his application, ruling that his proposed sureties had not demonstrated sufficient ability to ensure that he returns to court whenever required.
The court remanded Nsubuga until November 5, 2026, when the hearing is scheduled to begin.
Prosecution led by Benjamin Amanya told the court that investigations were complete.
Nsubuga, a 40-year-old resident of Kisubi in Katabi Sub-county, Entebbe Municipality, Wakiso District, allegedly committed the offences in September 2026 through publications on his TikTok account, identified as “@President Uganda First Lawyer wa Bantu Babulijjo”.
According to the charge sheet, Nsubuga allegedly accused Atwine of stealing Ministry of Health funds and contributing to the deterioration of medical services, which he claimed had resulted in the deaths of several Ugandans.
He is also accused of calling on members of the public to rise against the permanent secretary, arrest her and identify her personal property for sale.
Prosecutors contend that the statements threatened physical harm to Atwine and her property.
Similar allegations concern Nabakooba, whom Nsubuga allegedly accused of misappropriating ministry funds, creating fraudulent land titles and frustrating court cases involving land disputes affecting poor people.
The prosecution alleges that he also called on the public to arrest the minister and identify her property for sale, actions it says amounted to threats against her and her property.
