KAMPALA, Uganda (UGNEWSLINE) – The Anti-Corruption Court has remanded Eng. Asaph T. Abenaitwe, an Assistant Commissioner in the Ministry of Education and Sports, over allegations that he improperly certified more than Shs614 million in payments for incomplete road works in Isingiro District.
Abenaitwe, who previously served as Isingiro District Engineer and Project Manager, was charged with abuse of office and remanded until October 15, 2026.
The prosecution alleges that between 2022 and 2024, he arbitrarily certified payments to Prime Contractors Limited for the construction of eight sealed roads covering 7.09 kilometres in Isingiro Town Council.
The contract, identified as ISIN560/USMID WRKS/21-22/00001/Lot 1, was implemented under Isingiro District Local Government.
Court proceedings are expected to focus on allegations that Abenaitwe approved the payments despite the works being incomplete and without the issuance of the required Taking-Over Certificate, Defects Liability Certificate or Final Completion Certificate.
The prosecution contends that the alleged conduct was prejudicial to the interests of the district local government.
Other individuals allegedly involved in the matter are still at large.
The case was investigated by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.
The prosecution comes as the government intensifies its “Expose the Corrupt” campaign, led by Local Government Minister Balaam Barugahara, to address corruption and improve accountability in local government institutions.
