Serere District — President Yoweri Kaguta Museveni has urged Ugandans to focus on creating jobs rather than relying on government employment, saying the available positions cannot accommodate the country’s large population.
While addressing a presidential campaign rally at Serere District headquarters, President Museveni noted that the government employs only about 48,000 people, yet Uganda’s population now stands at 46 million. He said this means government jobs alone cannot meet the employment needs of citizens.
“The government cannot employ everyone. People must engage in wealth creation through commercial agriculture, manufacturing, services, and ICT,” Museveni said. He emphasized three key pillars for national progress — peace, development, and wealth creation.
The President pointed out that despite Kampala having developed infrastructure such as tarmac roads, electricity, and communication networks, poverty still exists among urban dwellers due to a lack of personal wealth creation initiatives. He encouraged residents of Serere to use available resources to build wealth wherever they are.
Museveni Highlights NRM’s Achievements and Promises
As the National Resistance Movement (NRM) presidential candidate, General Museveni commended his government’s achievements in establishing a stable governance system capable of addressing emerging national challenges. He called on the people of Serere to re-elect him for continued progress and stability.
He outlined several key infrastructure and social development projects planned for Serere District in the next term, including:
Tarmacking of the Kumi–Ngora–Serere–Kagwara and Serere–Soroti roads, Completion of last-mile electricity connections in the two remaining sub-counties yet to be connected to the national grid, Expansion of water supply systems for both domestic and production use, aiming to increase coverage beyond the current 85%. Major projects mentioned include the Agule Water System for livestock and the Kidetok Water System, Elevation of several health facilities, including the establishment of a District General Hospital to improve access to healthcare services.
Museveni also revealed that Serere District currently has 99 government primary schools and 12 secondary schools, and he committed to increasing these numbers in the next term. He urged residents to promote free universal education and to reject illegal charges imposed by corrupt school administrators.
“Effective free education will raise literacy levels and transform society,” the President emphasized.
On Job Creation and Wealth
President Museveni criticized opposition politicians for misleading the public about job creation, saying many lack a clear understanding of how jobs are generated.
“Jobs come from wealth creation. When people engage in productive sectors, they create employment for themselves and others,” he explained, citing success stories such as that of Joseph Igara, a poultry and cattle farmer who embraced the NRM’s wealth creation message and now earns over 6.8 million shillings daily.
Museveni reaffirmed that the NRM’s wealth creation strategy is designed to benefit all Ugandans and drive socio-economic transformation. He encouraged Serere residents to join the money economy through various income-generating activities and empowerment programs supported by the government.
