Former motor rally driver Arthur Blick Mugerwa has been accused by an orphan of fraudulently acquiring her 30-acre kibanja in Kisinsi Village, Mpata Sub-county, Mukono District.

Annet Nakafu claims the kibanja was inherited from her late father, David Ntulume, and alleges that Blick Mugerwa unlawfully took over the land, illegally subdivided it, and obtained land titles in an attempt to deprive her of her rightful ownership.

According to documents seen by this publication, Ntulume died when Nakafu was only four years old. She alleges that Blick Mugerwa used his influence to fraudulently acquire the kibanja during that period.

Nakafu further claims that Blick Mugerwa later obtained a 99-year lease from the Buganda Land Board using what she describes as illegally procured sale agreements.

Having since obtained letters of administration for her late father’s estate, Nakafu also accuses some of her distant relatives of colluding with Blick Mugerwa to deprive her of her inheritance.

Court documents show that Nakafu is the legally appointed administrator of her father’s estate. Her letters of administration were renewed on May 25, 2026.

Blick Mugerwa, who also serves as the Local Council I and II chairperson in the area, is further accused of relying on disputed sale agreements to support his claim to the land.

In September 2022, Blick Mugerwa filed a witness statement in a court case in which Nakafu accuses her relatives of grabbing her kibanja.

In his statement, he said he purchased part of the land from Abdul Ntulume, whom he described as the caretaker of Nakafu’s property.

“By then Abdul Ntulume was still alive, and I did not mind because Abdul was the heir and the one looking after the estate of the late David Ntulume. I did not know that Annet Nakafu was also the owner of the said bibanja because she was still young and was staying with Aisha Nabawanuka, her cousin’s sister,” reads part of Blick Mugerwa’s sworn court statement.

The disputed land is located on Block 390 and has reportedly been subdivided into several plots, which Nakafu alleges was intended to defeat her interest in the property.

Documents obtained by this publication indicate that on April 10, 2025, the Buganda Land Board acknowledged the dispute and suspended all transactions involving the contested land until the matter is resolved.

“We write to inform you that we have halted all transactions until we receive written notice from your office confirming that the matter has been resolved,” reads a letter signed by Buganda Land Board Chief Executive Officer, Simon Kabogoza.

The suspension followed a request by Senior Presidential Advisor Phiona Barungi, who informed the board that her office was investigating the dispute involving Blick Mugerwa.

According to a Buganda Land Board report, Blick Mugerwa applied in August 2001 to regularize his occupation of the disputed land following a recommendation from the Mukono District Farmers’ Association. The report states that the land had already been surveyed as Plots 10 and 11 on Block 390, measuring approximately 121.3 acres.

The report, signed by Kabogoza, indicates that Blick Mugerwa claimed he had purchased the kibanja from various individuals and that the land was free of encumbrances.

However, the report notes that several of the sale agreements do not specify the size of the land allegedly purchased, while some lack witnesses altogether.

It further states that in some agreements, Blick Mugerwa signed both as the buyer and as the Local Council I chairperson during the transactions.

When contacted, Blick Mugerwa denied any wrongdoing, saying he legally exchanged property with Abdul Ntulume.

“I got 2.5 acres from Ntulume, who was the musika (heir), and we exchanged property. I gave him a house and a kibanja. The person currently occupying it is different,” he said in a telephone interview.

Blick Mugerwa added that he acquired the land in 1996, about 30 years ago, when Nakafu was four years old, and that he dealt with Abdul Ntulume because he was recognised as the heir and served as the village defence secretary.
