KIGALI, Rwanda — Africa’s emerging carbon market will come under global scrutiny in October, as governments, investors and companies gather in Rwanda to confront a central question: can the continent turn its vast natural resources and climate projects into credible investments that deliver finance at scale?
The Carbon Markets Africa Summit, taking place in Kigali from 13 to 15 October, this year,  comes as countries across Africa move from developing carbon-market rules towards implementing transactions under Article 6 of the Paris Agreement.
The shift is significant. For years, discussions around African carbon markets have focused largely on the potential of forests, renewable energy, clean cooking, agriculture and other projects to generate carbon credits.

The challenge now is to convert that potential into projects capable of attracting long-term capital while maintaining confidence in the environmental integrity of the credits.
The summit is expected to bring together policymakers, project developers, investors, carbon buyers and standards organisations as the global market grapples with growing scrutiny over the quality and credibility of carbon offsets. Organisers say more than 500 participants are expected, with more than 25 projects and programmes presented as potentially investable opportunities.
At the centre of the discussions will be Article 6, which provides a framework for countries to cooperate in meeting their climate targets through internationally transferred mitigation outcomes and other mechanisms.

The summit will also examine the Carbon Offsetting and Reduction Scheme for International Aviation, or CORSIA, as demand for internationally recognised carbon units evolves.
For African governments, the stakes extend beyond carbon-credit revenues. The continent faces a persistent shortage of climate finance, while many countries are seeking ways to attract private investment into projects that can support economic development, energy access, conservation and rural livelihoods.
That has increased pressure for carbon markets to deliver more than tradable credits.
African institutions are increasingly emphasising transparency, strong governance and equitable distribution of revenues as the market develops.

The African Union and AUDA-NEPAD have been working to strengthen the policy environment, while individual countries are developing national systems for authorising and tracking carbon-market transactions.
Investors, meanwhile, are demanding greater certainty. Projects need reliable measurement, reporting and verification systems, clear ownership structures and predictable regulatory arrangements before they can attract substantial private capital.
The Kigali summit will therefore focus heavily on the mechanics of getting deals done, including project financing, carbon-credit offtake agreements, insurance, ratings, verification and market infrastructure.

Its programme includes investor and buyer discussions, project presentations and deal rooms designed to connect projects with potential sources of capital.
Rwanda is positioning itself as an important testing ground for this transition.

The country’s environment ministry is hosting the summit, with the United Nations Development Programme and African Development Bank serving as host organisations, alongside the Development Bank of Southern Africa and AUDA-NEPAD.
The broader international carbon market is itself undergoing a period of change. Voluntary markets have faced concerns over credit quality and weak demand, while regulatory and compliance markets are creating new sources of demand. That combination is forcing African developers to compete not simply on the volume of credits they can produce, but on their credibility and ability to demonstrate measurable climate and social benefits.
For communities, the question is equally important. Carbon projects can bring investment into areas that have historically struggled to attract finance, but disputes over land rights, revenue sharing and who ultimately benefits from carbon assets have raised concerns in several markets.
The emerging consensus in Africa is that local communities and host countries must capture a meaningful share of the economic value generated by carbon projects.
“Carbon markets” are therefore increasingly being presented not simply as a mechanism for companies to compensate for emissions, but as a potential channel for financing development.
As the Kigali meeting approaches, the test will be whether the growing number of African carbon-market frameworks can translate into something more tangible: signed agreements, financed projects, credible credits and sustained investment.
For Africa, the opportunity is potentially substantial. But turning that opportunity into a functioning global market will depend on whether investors and buyers believe that the projects are real, the emissions reductions can be verified and the benefits are shared fairly.
The summit’s central challenge, in other words, is no longer whether Africa has the resources to participate in the carbon economy. It is whether the continent can build the institutions, projects and investor confidence needed to make that participation commercially and environmentally credible.
