KAMPALA, Uganda (UGNEWSLINE) –
Pearl Bank has appointed Dorcas Kiwemba Balimukuubo as Chief Legal Officer and Company Secretary, and Steven Mwesige as Chief Information Security Officer as the bank strengthens its leadership in legal governance and cybersecurity.
Balimukuubo brings more than 14 years of experience in the financial services sector, specialising in board governance, regulatory compliance, legal risk management and strategic advisory.
Before joining Pearl Bank in June 2026, she spent more than eight years at Standard Chartered Bank Uganda, where she served as Country Legal Counsel and Assistant Company Secretary. She provided legal and governance support to the bank’s board, executive management and various business functions.
She previously held several senior legal positions at Ecobank Uganda, including Acting Head of Legal, after beginning her banking career as a Legal Officer. She also worked as an Advocate at Capital Law Partners & Advocates, where she handled corporate, commercial, banking and litigation matters.
Balimukuubo holds a Bachelor of Laws (Hons) from Makerere University and a graduate qualification from the Chartered Governance Institute (UK & Ireland). She is a member of the Uganda Law Society and the East African Law Society.
Meanwhile, Mwesige has been confirmed as Pearl Bank’s Chief Information Security Officer, a position he has held since July 2026 after serving as Acting Chief Information Security Officer from July 2025 to June 2026.
He has more than 15 years of experience in information technology, cybersecurity and enterprise risk management. Since rejoining Pearl Bank in 2020, Mwesige has led efforts to strengthen the bank’s cybersecurity systems and security posture.
Under his leadership, the bank achieved the internationally recognised ISO/IEC 27001:2022 and PCI DSS certifications.
Mwesige has previously served as Head of ICT Security and Governance and Manager of ICT Security and Data Protection at Pearl Bank. He has also worked with Bank of Africa Uganda and other organisations in technology, ICT security and risk management roles.
He holds an Executive MBA in Artificial Intelligence and Blockchain with distinction from Guglielmo Marconi University in Italy and a Bachelor of Science in Information Technology from Uganda Christian University. His professional qualifications include certifications in risk governance, cyber risk governance, ISO/IEC 27001 implementation and ethical hacking.
Mwesige also serves as Governor of the Uganda Chapter of the Global Council for Responsible AI and as Board Chairperson of the Pearl Bank Staff SACCO.
The appointments strengthen Pearl Bank’s leadership in corporate governance, regulatory compliance, technology security and risk management as the bank continues to expand its operations and digital capabilities.
