The NGO Bureau has been officially dissolved and restructured as a department within the Ministry of Internal Affairs.

Today, Minister of Internal Affairs Gen. Kahinda Otafiire signed Statutory Instrument 2024 No. 73, which formally terminates the Bureau’s status as a semi-autonomous organization.

This announcement was made via the ministry’s X account, previously known as Twitter.

“The Minister @mia_uga @otafiire_k, has signed the Statutory Instrument 2024 No. 73, officially dissolving the NGO Bureau as a semi-autonomous entity. This move re-establishes the bureau as a department within the Ministry of Internal Affairs. Key implications include; /1,” the post reads.

This initiative is part of the government’s strategy to optimize its operations. As a result, the NGO Bureau will transition from a semi-autonomous body to a department operating under the ministry, with oversight from the Ministry’s Permanent Secretary.

This change is part of a larger restructuring effort by the Ugandan government aimed at enhancing the efficiency of agencies, ministries, and departments while minimizing operational expenses.

Under the new legal framework, the secretary will oversee the bureau’s daily functions, which include financial management, administration, and the supervision of the bureau’s assets. Additionally, the Non-Tax Revenue generated from NGO registrations will be incorporated into the Ministry of Internal Affairs.

Earlier this year, Members of Parliament pointed out the potential financial advantages of disbanding the NGO Board, estimating that this action could save the government around Shs1.1 billion each year.
