Tanzania and Germany are investing about 6.3 million euros ($7.4 million) in projects designed to improve livelihoods and public services in communities living alongside the Serengeti ecosystem, as authorities seek to strengthen support for conservation.
The programme, implemented by the Tanzania National Parks Authority (TANAPA) with German development partners, is funding healthcare, education, water infrastructure, roads and livelihood initiatives in Ngorongoro and neighbouring districts.
The investment is part of the Serengeti Ecosystem Development and Conservation Project (SEDCP), financed by Germany through KfW Development Bank and supported by the Frankfurt Zoological Society (FZS).
The initiative reflects a growing emphasis on linking wildlife conservation with the economic wellbeing of communities living near protected areas, where access to services and livelihood opportunities can influence attitudes towards natural-resource protection.
At Enguserosambu Ward in Ngorongoro District, German and Tanzanian officials on Monday inaugurated a new health centre built at a cost of about 180,000 euros ($211,000). The facility is expected to serve about 5,000 people.
Nuhu Daniel Massay, TANAPA’s assistant conservation commissioner for national parks development, said conservation efforts would be difficult to sustain without addressing the needs of surrounding communities.
“Conservation cannot be separated from the livelihoods and wellbeing of communities,” Massay said.
He said improved access to healthcare, education, water, markets and sustainable sources of income could help communities become stronger partners in protecting wildlife and natural resources.
Joachim Schmitt, head of the German delegation, praised the scale of the projects and said the partnership showed how conservation and development could reinforce each other.
Across the Serengeti ecosystem, the programme has supported 69 social infrastructure projects in Serengeti and Ngorongoro districts.

They include health centres, classrooms, staff housing, feeder roads and water reservoirs.
In Ngorongoro alone, 36 projects have been undertaken, with 15 completed and handed over to communities and 21 at various stages of completion.
The programme also supports community-based economic activities. Twenty-three Community Conservation Banks, known as COCOBAs, have provided income-generating opportunities for 835 people, including 444 women and 391 men, according to district officials.
The initiative has also supported village land-use planning, the issuance of Certificates of Customary Rights of Occupancy and community-led protection of forests and grazing areas across several districts.
Ngorongoro District Administrative Secretary Hamza Hamza said the investments had improved access to essential services while encouraging communities to participate in conservation.
“These investments are not merely infrastructure. They have made a real difference in the lives of our people,” Hamza said.
The programme is also intended to reduce pressure on natural resources by improving access to water and diversifying household incomes.
During a field visit, the German delegation inspected a water reservoir at Olorien village that cost about 363,000 euros ($427,000).

The dam serves communities and livestock in Olorien and Magaiduru villages, with officials estimating that it benefits about 5,000 people and more than 109,000 livestock.
The project is part of wider efforts to address the needs of pastoralist communities whose livelihoods depend heavily on access to grazing land and water.
In Lopolum village, Maasai residents presented traditional cultural practices and discussed the opportunities and challenges associated with the development programme.
Community savings groups demonstrated their income-generating activities, while members of the Enguserosambu Forest Trust and village forest scouts described efforts to protect community forests.
The partnership brings together TANAPA, Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), KfW, the German Embassy, FZS and Tanzanian authorities.
Massay said TANAPA would continue working with development partners and local governments to ensure the projects were completed to required standards and maintained.
For conservation authorities, the underlying challenge is to ensure that communities living alongside one of Africa’s most important wildlife landscapes see tangible benefits from protecting it.
