FDC decentralises nominations for all electoral positions

The Forum for Democratic Change (FDC), the second largest opposition party, has announced that all nominations for electoral positions will now be conducted at the district level.

According to Boniface Toterebuka Bamwenda, the party’s Chief Electoral Commissioner, this move is intended to reduce the financial burden on party members who would otherwise have to travel to the FDC headquarters to collect and return nomination forms.

Speaking at the party offices in Najjanankumbi on June 5, 2025, Toterebuka said the decision to decentralize the nomination process will make it easier for members to participate. Party members intending to contest for any position are now required to go to their respective districts to collect, complete, and return their nomination forms. The nomination process will be overseen by the designated District Electoral Supervisors and their deputies.

The party’s electoral commission has revised its roadmap to enable national leaders, MPs, and other NEC officials to assist youth, elders, and persons with disabilities (PWDs) during their nomination process, which runs until June 10, 2025.

Nomination forms for all positions, including councilors, Sub-County Chairpersons, MPs, LCV Chairpersons, and Municipality Mayors, will be available until June 11, 2025. Nominations for councilors and Sub-County Chairpersons will take place on June 12 and 13, while nominations for MPs, LCV Chairpersons, and Municipality Mayors are scheduled for June 16 and 17.

From June 18 to July 1, 2025, the party will conduct a consensus-building and vetting process, and party primaries for all positions will be held on July 2, 2025.

As for nomination fees, candidates for Member of Parliament will pay UGX 100,000. District or City Chairpersons are to pay UGX 50,000, and Sub-County Chairpersons, Municipal, and Division Mayors will pay UGX 20,000. Councilor positions, from district to lower councils, will be free of charge. All payments must be made to the party’s official account under the name “Forum for Democratic Change.” Candidates who fail to comply with this requirement will not be nominated.

Toterebuka urged District Electoral Supervisors to strictly enforce the guidelines, particularly the payment of nomination fees.

Regarding special interest groups, nominations for youth, elders, and PWDs to village councils began on June 2 and will close on June 10, 2025. The party has also decentralized the endorsement process for these groups, authorizing Sub-County Chairpersons to handle endorsements. Members are advised to collect nomination forms at their sub-counties and return them to Sub-County Supervisors before the deadline.

Polling for village Older Persons Committees is scheduled for June 16, 2025. Voting for PWD Committees will be held on June 17, followed by Youth Committees on June 19, 2025.
