KAMPALA Uganda (UGNEWSLINE) Lawyer Steven Kalali has asked the High Court in Kampala to jail three Police Exodus SACCO officials for six months for allegedly continuing to deduct money from police officers’ salaries without their consent.
In his application , Kalali accused the SACCO’s chairperson, secretary and chief executive officer of disobeying a court ruling that declared the deductions unlawful unless officers had freely consented to them.
He is also seeking Shs200 million in damages and a Shs300 million fine against the SACCO.
On July 15, 2026, Acting High Court Civil Division Judge Bonny Isaac Teko ruled that deductions from police officers’ salaries for SACCO contributions were unlawful without their free and informed consent.
The judge also directed the SACCO to allow existing members to choose whether to remain or withdraw their membership without penalty. Those who leave are entitled to access their savings and accrued dividends.
However, Kalali alleges that the SACCO continued deducting money from officers’ salaries in July and August, despite the ruling.
To prove his allegations, Kalali has presented bank statements belonging to police officer Eliphaz Isabirye, which he says show that the deductions continued after the judgment.
Kalali further accuses the SACCO of preventing officers who want to leave from withdrawing their membership.
The Office of the Solicitor General told Kalali’s lawyers in a letter dated 4th September that it had issued guidance to the Uganda Police Force to ensure compliance with the court ruling.
The guidance requires police to obtain officers’ written consent before enrolling them in the SACCO or deducting contributions from their salaries.
Kalali argues that the continued deductions, if proved, undermine the court’s ruling and violate officers’ rights.
He wants the court to punish the officials and award the damages and fine he has requested.
The SACCO has not yet responded to the latest application, which is awaiting a hearing date.
