ADJUMANI DISTRICT: The National Resistance Movement (NRM) presidential candidate, General Yoweri Kaguta Museveni, concluded his campaign tour in the West Nile sub-region. During a rally held at Paridi Stadium in Adjumani Town Council, General Museveni urged the electorate to embrace household-level wealth creation and to maintain peace and stability, as the government continues to enhance macro-infrastructural development.
General Museveni emphasized that the NRM government has laid a solid foundation in the West Nile sub-region, particularly in terms of security, which has fostered peace and unity. He also highlighted the government’s achievements in social and economic infrastructure and stressed the need to now focus on promoting household wealth creation. He encouraged the public to adopt the wealth creation initiatives introduced by the NRM government.
The presidential candidate detailed a comprehensive plan aimed at lifting all Ugandans living in subsistence conditions out of poverty through the Parish Development Model (PDM) and other socio-economic empowerment programs.
General Museveni also announced plans to expand wealth creation interventions to include more groups, ensuring greater inclusivity and impact. Furthermore, he assured the people of Adjumani District that the NRM government intends to utilize oil revenues to fund key development projects across the country.
On education, General Museveni reaffirmed the NRM’s commitment to enforcing free universal education nationwide in the next term. He noted that corruption by some public school administrators and Parent-Teacher Associations (PTAs) has hindered the full realization of the 1996 NRM manifesto on free education, and promised to address these issues moving forward.
The candidate pledged to ensure an even distribution of primary schools, parishes, and sub-counties in Adjumani District, building upon the existing 77 government primary schools and 11 government secondary schools that provide Universal Secondary Education and Universal Post-Ordinary Level Education and Training.
General Museveni attributed the high population growth in Adjumani District to the NRM’s extensive health interventions, particularly immunization programs and equitable distribution of health facilities. Adjumani currently has a government general hospital, a Health Centre IV, 12 Health Centre IIIs, and 23 Health Centre IIs serving a population of 300,000. The candidate committed to intensifying health services by elevating some health facilities.
He also reiterated plans to recruit religious cadres to lead health monitoring at lower-level health facilities, explaining this during the campaign rally at Paridi Stadium.
Charles Akuku Anzo, the NRM Chairperson for Adjumani District, presented several requests to General Museveni, including the construction of two bridges linking Adjumani to Obongi and Moyo districts to replace ferries, the elevation of Adjumani Town Council to municipality status, resolution of the Apa land dispute, and compensation for victims of the Lord’s Resistance Army (LRA) war.
Chairperson Anzo highlighted major achievements in the district under the NRM government, including over 100 kilometers of tarmacked roads, more than 70% access to piped water, and the disbursement of over 17 billion Ugandan shillings in PDM funds to more than 54,800 households. These socioeconomic empowerment initiatives have significantly transformed livelihoods in Adjumani.
Mr. Anzo also reported notable progress in education and health. Primary school enrollment increased from 90,744 in the 2021/2022 financial year to 113,742 in 2024/2025, while secondary school enrollment rose from 98,086 to 127,071 during the same period. Each of the nine sub-counties and two town councils in Adjumani now has at least one government-aided secondary school with improved infrastructure.
In the health sector, the malaria positivity rate dropped significantly from 68% in 2021/2022 to 23% in 2024/2025, largely due to indoor residual spraying and widespread distribution of mosquito nets
