The National Resistance Movement (NRM) has launched a nationwide mobilisation and monitoring exercise ahead of the forthcoming Local Council (LC) and Women Council elections, dispatching senior party leaders and cadres across the country to coordinate campaign activities and support its flag bearers.

Speaking at the NRM Secretariat in Kampala, Secretary General Rt. Hon. Richard Todwong said that the NRM elected its LC1 flag bearers in May 2025 before conducting village barazas on July 10, 2026, to fill vacancies that arose after some candidates withdrew, relocated or passed away.

He added that between July 11 and 14, NRM parish registrars endorsed nomination papers for the party’s candidates, while the official nomination exercise is underway from July 15 to 19.

“I can confirm without fear of contradiction that the NRM has flag bearers in all villages for the LC1 chairperson positions and Women Council elections,” Todwong said.

He described the upcoming elections as critical to strengthening grassroots governance and ensuring effective implementation of government programmes.

“The LC1 and LC2 elections are elections of the grassroots structures. As a party, we have the government programme of the Parish Development Model (PDM). It is very important that we elect leaders who support government and can work smoothly with it to ensure that our people fully participate in PDM programmes,” he said.

Todwong noted that LC2 chairpersons automatically serve as chairpersons of the Parish Development Committees, making their election vital to the successful implementation of the Parish Development Model and other government development initiatives.

The Deputy Secretary General Rt. Hon. Rose Namayanja Nsereko said the Secretary General has constituted nationwide coordination teams comprising members of the NRM Secretariat and other party cadres to serve as sub-regional coordinators under the supervision of members of the Central Executive Committee (CEC).

She said the teams will begin with sub-regional meetings involving district chairpersons, administrative secretaries, registrars and Members of Parliament to harmonise mobilisation strategies and provide guidance on the party’s roadmap for the elections.

The exercise will then cascade to the sub-county level, where the teams will meet NRM leaders and flag bearers before culminating in village barazas across the country.

Namayanja announced that on July 22, the NRM will hold village barazas in every village to campaign for its flag bearers, promote unity within the party and mobilise support ahead of polling.

National Treasurer Amb. Barbara Oundo Nekesa said the party’s Central Executive Committee (CEC) had approved modest financial resources to facilitate and support NRM flag bearers during the grassroots election campaigns.

She added that the Secretariat’s mobilisation teams would remain deployed across the country until all the Women Council and Local Council elections are concluded.

The NRM Director for Mobilisation, Dr Rosemary Sseninde, said the mobilisation programme has been structured around three categories of meetings in every region to ensure effective coordination and message delivery.

She explained that the teams will conduct meetings at the sub-regional, sub-county and village levels, enabling the party to engage leaders, flag bearers and supporters at every stage of the electoral process.

The deployment of the nationwide mobilisation teams marks the NRM’s final phase of grassroots preparations as the party intensifies efforts to secure victory in the forthcoming LC and Women Council elections across Uganda.

The meeting was also attended by other members of the Senior Management Team and NRM Women’s League among others
