Kaliro Sugar Factory Inaugurated: A Landmark in Uganda’s Industrial Transformation

Located in eastern Uganda’s Kaliro District, Kaliro Sugar Factory is a flagship project in Uganda’s industrialization agenda. With its strong focus on community development, job creation, and sustainable practices, the factory is set to be a transformative force for both local communities and the national economy

Kaliro District, Uganda — Uganda today celebrated a significant step forward in its journey toward agro-industrialization with the official inauguration of the Kaliro Sugar Factory, a modern sugar processing facility established by the Modern Group and led by entrepreneur Ashish Monpara.

The factory was officially commissioned by Minister for Trade, Hon. Francis Mwebesa, on behalf of President Yoweri Kaguta Museveni, who reaffirmed the government’s commitment to private sector-led economic growth.

“This factory represents the spirit of Uganda’s economic transformation — adding value to our agricultural produce, creating jobs for our people, and opening doors to new export markets,” President Museveni said in a statement delivered by Minister Mwebesa.

A New Era for Agro-Industrialization

Kaliro Sugar Factory is launching operations with a crushing capacity of 2,500 tons of sugarcane per day, translating into an annual output of 78,000 tons of raw sugar and creating 1,500 direct jobs.

With expansion plans already in motion, the factory aims to Triple its crushing capacity to 8,000 tons/day by 2027, Increase sugar output to 230,000 tons/year, Double direct employment to 3,000, with over 10,000 indirect jobs expected in farming, logistics, and support services

Community-Centered Development

The factory is embedding Corporate Social Responsibility (CSR) at the heart of its operations. Planned initiatives include; Access to clean water for local communities, Electricity extension to underserved villages, Construction of a new community school, Road infrastructure upgrades to facilitate trade and transport

Commitment to Sustainability

Kaliro Sugar Factory is also leading on environmental stewardship, with initiatives such as; Eco-friendly waste management systems, Investment in renewable energy sources, Reforestation and afforestation efforts in surrounding areas

Strong Government Support

Minister of State for Investment and Privatization, Hon. Evelyn Anite, praised the venture for its alignment with Uganda’s National Development Plan III and Vision 2040.

“Uganda’s future lies in agro-industrialization. Investments like the Kaliro Sugar Factory empower farmers, strengthen value chains, and stimulate rural economies,” Anite said.

Minister of State for Trade (Industry), Hon. David Bahati, also announced a major policy milestone: the formation of a National Sugar Council within two weeks. He confirmed that President Museveni has signed into law the bill establishing the council, giving farmers a greater voice in price-setting and sector regulation.

Farmers Welcome the Investment

Mr. Mumolu Nathan, Chairperson of the Outgrowers’ Association, shared the enthusiasm of local farmers:

“For us, this factory is more than a buyer — it’s a partner. It offers fair prices, dependable markets, and a future built on dignity and prosperity.”

Boosting Regional Trade

Strategically located in Kaliro District, the factory is expected to strengthen Uganda’s trade position within the COMESA and East African Community (EAC) regions. By increasing domestic production, Uganda is poised to reduce sugar imports and emerge as a net exporter, boosting foreign exchange earnings and regional competitiveness.

Visionary Leadership at the Helm

Entrepreneur Ashish Monpara, the driving force behind Kaliro Sugar Factory, emphasized a broader mission beyond profits.

“Kaliro Sugar is not just a factory — it is a promise,” Monpara said. “A promise to the farmers who rise before dawn, to the youth seeking opportunity, and to Uganda’s economy that thrives when we turn raw potential into refined prosperity.”
