Luwero District — National Resistance Movement (NRM) Presidential Candidate General Yoweri Kaguta Museveni has urged voters in the Greater Luwero districts to back the NRM party in the 2026 General Elections to consolidate the country’s development gains and bring the remaining 33% of Ugandans into the money economy.

Addressing a crowd at Bukalasa Agricultural College playgrounds in Luwero, President Museveni launched his maiden campaign rally with a strong call for continuity, promising further economic transformation anchored in peace, industrialization, and wealth creation.

“Uganda’s economy is ready for takeoff,” Museveni said, citing the forthcoming benefits from the country’s oil sector and improved infrastructure. “We are entering a phase of rapid development. What remains is for you to send the right leaders into power.”

Key Pledges: Coffee Seedlings, PDM Boost, Land Compensation

General Museveni pledged to distribute coffee seedlings to farmers in Greater Luwero as part of efforts to deepen agricultural commercialization. He also announced an increase in funding for the Parish Development Model (PDM), from 100 million per parish to 300 million to enhance household incomes, especially in urban areas.

On land matters, Museveni reaffirmed the government’s commitment to scaling up land compensation, citing examples like the Kirema settlement scheme in Nakaseke. He also reiterated constitutional safeguards against illegal evictions, calling on elected leaders to be at the forefront in defending land rights and fighting land grabbing.

“No Ugandan should be illegally evicted,” he emphasized. “The government will continue compensating landlords so that tenants gain full rights over their land.”

Strengthening Public Service & Anti-Corruption Measures

President Museveni laid out a broad strategy for national development in his next term, including:

  • Expansion of Uganda’s industrial base through support for local factories.
  • Improved public service delivery with a focus on infrastructure.
  • Full implementation of free universal education.
  • Massive skilling programs for youth in artisan and professional trades.

He also proposed a joint public-led strategy to fight corruption in government programs, urging citizens to monitor funds, report irregularities, and hold public servants accountable.

“The fight against corruption must be people-led,” Museveni said. “The citizens must investigate, report, and expose the corrupt.”

He added that stricter oversight will be imposed on Resident District Commissioners (RDCs) and other officials responsible for government program implementation.

A Call to Reject the Opposition

In a sharp critique of the opposition, Museveni urged voters in Luwero to avoid what he termed as a “mistake” of electing leaders who are “anti-development and inactive.”

“You have tested opposition leadership in this region and seen no impact,” he said. “Let’s avoid repeating mistakes. Vote NRM at all levels.”

He credited the NRM government with restoring peace, reviving the economy, countering rebel threats, advancing industrialization, and entrenching democracy over the past decades.

Tribute to Luwero’s Role in National Liberation

Museveni commended the people of Luwero for their pivotal role in Uganda’s liberation struggle, urging them to protect the gains secured through their sacrifices.

“Luwero is the cradle of our liberation,” he said. “You bled for this peace. Let’s now build on it.”

As the 2026 elections draw near, President Museveni is positioning his candidacy as a bridge to Uganda’s final leap into middle-income status. With a campaign rooted in stability, economic transformation, and service delivery, the NRM seeks to reaffirm its presence in the politically significant Greater Luwero region.

Tomorrow,  President Museveni will be heading  to Amolatar and Dokolo
