2026 Elections: Museveni Blames ‘Opportunistic Leaders’ for Stalled Development in Kassanda, Pledges Roads, Water and Power

Kassanda District — National Resistance Movement (NRM) presidential candidate Gen. Yoweri Kaguta Museveni has accused what he termed “opportunistic leaders” in Kassanda District of frustrating government development programmes, urging voters to elect leaders with ideological clarity to effectively implement national policies.

Addressing a large crowd at an NRM presidential campaign rally at Bukuya Town Council grounds, Museveni cited poor road conditions in the district despite the central government releasing more than Shs1 billion annually to local governments for road maintenance.

“Where does the Shs1 billion we send every year go? The road I used to come here is in very poor condition,” Museveni said, blaming opposition-led local leadership for failing to account for and effectively utilise government funds.

He emphasized that the NRM government remains committed to development and urged residents to vote for NRM flag bearers, whom he said would work in harmony with government programmes rather than obstruct them.

New Tarmac Roads Confirmed

Museveni announced that Kassanda District will benefit from additional tarmac roads aimed at improving the movement of goods and services. He specifically confirmed the Myanzi–Kassanda–Bukuya–Kiboga road, noting that the contract signing has already been completed and construction is expected to begin soon.

The new road will link to existing tarmac routes, including Mityana–Mubende, Mityana–Kampala, and the Kampala–Hoima road, further integrating Kassanda into the regional transport network.

Water and Electricity Expansion

On water access, Museveni expressed concern that only 34 percent of Kassanda’s population currently has access to safe water, leaving 150 out of 210 villages without coverage. He directed the Minister for the Luwero Triangle, Hon. Alice Kaboyo, to fast-track water distribution efforts in the district, attributing delays to political interference at the local level.

“Do not vote for opposition leaders because they are of no help,” Museveni said, while also instructing the minister to support all residents regardless of their political choices.

He further confirmed that electricity will be extended to the remaining three sub-counties in Kassanda that are not yet connected to the national grid.

NRM’s Record and Call for Wealth Creation

Reflecting on the NRM’s 40 years in power, Museveni outlined what he described as the party’s major contributions, including peace, development, job creation, and inclusive governance through special parliamentary representation for women, youth, workers, and persons with disabilities.

He reiterated the government’s long-standing message on wealth creation, urging families to move beyond subsistence living and adopt income-generating activities such as the four-acre farming model. Museveni also warned against corruption in programmes like the Parish Development Model (PDM), Emyooga and Entandikwa, pledging to send auditors to investigate reports of fund deductions.

Local Leaders Respond

NRM Kassanda District Chairperson Dr Michael Bukenya assured Museveni of overwhelming electoral support, promising that the district would deliver more than 90 percent of the vote in his favour. He credited programmes like Emyooga for improving household incomes and thanked the government for extending electricity, upgrading health facilities, and allowing communities to resume mining activities.

However, Dr Bukenya raised concerns over persistent land wrangles in the district, noting that disputes often resurface after intervention by government officials.

NRM Vice Chairperson for the Buganda Region, Haruna Kasolo, described Kassanda as a fast-growing district and appealed for increased electricity distribution to match its rapid development.

Museveni concluded by cautioning voters against complacency, saying leadership choices directly affect service delivery. “If you vote poorly, you suffer,” he said, adding that the government is ready to increase funding to districts where the money is properly utilised and transparently accounted for.
