Police in Nateete have arrested a 26-year-old man accused of impersonating a security officer and threatening members of the public along the Northern Bypass in Busega, in an incident that has raised fresh concerns about organized roadside crime.
The suspect, identified as Abdu Serugo, a resident of Bombo Kalule in Luwero District, was apprehended on the evening of April 21, 2026, at around 5:00pm after a joint security team acted on reports of a man allegedly brandishing a firearm and issuing threats to passersby.

According to the Kampala Metropolitan spokesperson, Rachael Kawala , Serugo had been posing as a member of the security forces, creating fear among motorists and pedestrians.
Responding officers moved swiftly to intercept him, bringing the situation under control without reported injuries.
A search conducted upon his arrest revealed that the suspect was carrying a toy pistol, along with items that reinforced his alleged disguise, including footwear resembling military boots and a Special Forces Command (SFC) T-shirt.
Preliminary investigations suggest that Serugo may be linked to a group involved in targeting and robbing unsuspecting victims along the busy bypass, a corridor that has increasingly come under scrutiny for criminal activity.
Authorities have since opened cases of personation and threatening violence, and investigations are ongoing as security agencies work to determine the extent of the suspect’s involvement and whether accomplices remain at large.
