Speaker Anita Among is facing fresh scrutiny after leaked Uganda Parliamentary SACCO documents allegedly exposed a sophisticated network through which billions of shillings were channelled to political mobilisers, close associates and loyalists under the guise of outreach and corporate social responsibility (CSR) activities.

The explosive revelations, which have gone viral on social media under the hashtag #UgandaParliamentExhibition, are contained in leaked payment schedules, accountability forms and SACCO transaction summaries reportedly covering the period between 2023 and 2025.

According to the leaked records, billions of shillings were withdrawn through the Uganda Parliamentary SACCO and allegedly advanced for activities linked to the Speaker’s office, including “community mobilisation,” “outreach programmes,” “stakeholder engagements,” “empowerment projects” and CSR activities across different regions of the country.)

One of the most shocking summaries allegedly shows that on July 21, 2025 alone, about Shs4.29 billion was withdrawn through the SACCO in a single day for activities linked to the Speaker’s programmes.

Fresh documents now circulating online further claim that on January 6, just days before elections, another Shs2.37 billion was conveyed through the Parliamentary SACCO to individuals described as handlers linked to the Speaker’s donation fund and CSR activities.

The breakdown allegedly included:

  • Shs2 billion marked as contribution towards the Speaker’s donation fund;
  • Shs375 million earmarked for clearance of outstanding CSR pledges.

Screenshots attached to the leaked schedules show several transactions of Shs500 million each reportedly sent to different beneficiaries under descriptions linked to the Speaker’s donation activities.

Names repeatedly appearing in the leaked documents include parliamentary officials and associates such as Chris Obore Atiko, Kaaya Rajab Semaluulu, Adilo Daniel, Okwi Emmanuel Emuron and Ronny Ismail, all allegedly linked to the disbursement and coordination of the funds.

Other alleged expenditures listed in the records include:

  • Shs750 million for empowerment workshops in Bukedea;
  • Shs1.15 billion for mobilisation activities in Acholi sub-region;
  • Shs730 million for CSR activities in Lango;
  • Shs680 million for outreach programmes in Eastern Uganda;
  • Hundreds of millions allegedly used to clear pending CSR pledges.)

Critics and anti-corruption activists say the leaked records raise serious questions about whether public resources and SACCO structures were being used to finance political patronage networks ahead of the 2026 elections.

The developments add to mounting pressure on the Speaker, who has in recent years faced allegations linked to extravagant parliamentary spending and corruption-related controversies, including sanctions imposed by the United Kingdom over the Karamoja iron sheets scandal.

Parliament has previously defended some of the expenditures, insisting that outreach and CSR activities are part of the Speaker’s official engagements.

However, opposition politicians and governance activists argue that the scale and nature of the transactions reflected in the leaked schedules point to possible abuse of public office and misuse of parliamentary structures for political operations.

By press time, there had been no official forensic audit released to independently verify all the leaked figures and transactions now circulating online.
