Mugeni Matthias, the Kibalo App Program Coordinator at the Ministry of Science, Technology and Innovation – Office of the President (STI-OP), has explained the benefits of the new program, which was officially launched recently by the President.
The Kibalo initiative is a brainchild of former Minister for Science, Technology and Innovation, Dr. Monica Musenero Masanza, who began mapping out the program in the Bukedi and Busoga sub-regions. Plans for a nationwide rollout are now at an advanced stage.
Across Uganda, millions of households and enterprises invest significant time, money, and effort in economic activities. However, many are not realizing meaningful profits. This is often not due to a lack of effort, but rather a lack of structured, evidence-based decision-making.
The Kibalo Tool, developed by the Productivity Acceleration Bureau under STI-OP, directly addresses this challenge. It is transforming how individuals, farmers, youth, and enterprises select, plan, and invest in economic activities.
Kibalo is a decision-support tool that enables users to evaluate enterprises based on real financial outcomes rather than assumptions. It captures all costs, including fixed and variable inputs, and generates realistic projections of profitability at the enterprise level.
Unlike traditional planning methods, Kibalo treats every enterprise as a long-term asset, enabling users to understand not only immediate income opportunities but also sustainable wealth creation over time.
The tool simplifies complex financial analysis into an accessible format that anyone—from a rural farmer to an urban entrepreneur—can use. It answers one fundamental question:
“Which enterprise will actually make me money?”
By shifting decision-making from guesswork to data-driven analysis, Kibalo empowers users to transition from low-return activities to high-impact investments, directly contributing to increased household incomes and national productivity.
