Gulu City Mayor, His Worship Labeja Julius Acire, and Mbale City Mayor, Her Worship Joyce Kidulu Mutuka, both elected as independents, have signed a Memorandum of Understanding (MoU) with the National Resistance Movement (NRM).
The MoU was signed on Tuesday at the NRM Secretariat, establishing a framework for cooperation between the two city leaders and the ruling party.
Signed under the legal guidance of NRM Legal Director Enoch Barata, the agreement allows the mayors to participate in NRM party activities and support the implementation of the party’s 2026–2031 Manifesto, highlighting a partnership aimed at advancing national development priorities.







The signing ceremony was witnessed by NRM Secretary General Rt. Hon. Richard Todwong and members of the party’s top management.
