The Directorate of INTERPOL and International Relations (DIIR) has acknowledged the receipt of an anonymous complaint regarding corruption submitted on X, formerly known as Twitter, on January 16, 2025.
The complaint asserts that personnel responsible for the issuance of Certificates of Good Conduct are engaged in bribery, with the anonymous informant alleging that nearly all individuals are required to pay shs50,000 for a stamp, in addition to applicable bank fees.
Police spokesperson Rusoke Kituuma stated that, since the complaint does not identify a specific victim, they have encouraged the anonymous complainant to provide further details concerning the alleged bribery to aid in the police investigation.
Nonetheless, he said police have already initiated an internal inquiry to investigate the broader claims.
He clarified that DIIR is solely responsible for issuing Certificates of Good Conduct, which feature a bar code for verification, while the Ministry of Foreign Affairs handles the issuance of certificate stamps, each costing shs20,000, exclusive of bank charges.
Kituuma stressed that directorate remains committed to upholding the Anti-Corruption Policy of the Ugandan Police Force.
Process of obtaining a Certificate of Good Conduct:
Kituuma explained that the entire process begins with an online application at service.upf.go.ug/Certificates.
After logging in and following the prompts, applicants receive a payment registration number (PRN) to pay shs76, 000 excluding bank fees.
Applicants are assigned an appointment date and must bring a printed application preview, appointment receipt, two passport-sized photos, and a copy of either their National ID or Passport/Refugee ID to their chosen enrollment center.
Kituuma said certificates intended for foreign use are certified by the Ministry of Foreign Affairs and stamped accordingly.
He said the Uganda Police Force has established policies and procedures for recognizing Certificates of Good Conduct or other services provided by the DIIR.
“Additionally, measures are in place to protect whistleblowers who provide information about our service delivery,” he added.
