Government unveils major rural infrastructure project to transform Acholi’s economy

The dusty roads that have long slowed trade and isolated farming communities across the Acholi Sub-region are set for a major transformation following the launch of a landmark rural road construction project by the Minister of State for Local Government, Justine Nameere Nsubuga.
The project, which will see more than 69 kilometres of community access roads upgraded under the Rural Development and Food Security (RUDSEC) Project, is expected to strengthen rural connectivity, improve access to markets, and unlock economic opportunities for thousands of households in Agago, Lamwo and Pader districts.
The launch brought together the area’s Member of Parliament, district political and technical leaders, officials from the Ministry of Local Government, development partners, contractors and members of the local community, underscoring the significance of the initiative to Northern Uganda’s development agenda.
Addressing the gathering, Nameere described the road project as a strategic investment in rural livelihoods rather than simply an infrastructure programme.

She noted that the RUDSEC Project, jointly funded by the Government of Uganda and the German Government through KfW Development Bank, is designed to reduce transport costs, cut post-harvest losses and improve farmers’ access to markets, while advancing the objectives of the Parish Development Model.
Construction will improve key road links across the three districts, connecting farming communities to trading centres and essential services.

Once completed, the upgraded roads are expected to ease the movement of agricultural produce, lower the cost of doing business and stimulate local economic activity.

The minister issued a firm warning to contractors, emphasizing that government expects quality workmanship and climate-resilient infrastructure delivered within agreed timelines.

She stressed that delays, substandard work and corruption would not be tolerated, pledging the Ministry’s full political support to ensure the successful implementation of the project.

She added that she would work closely with the Minister of Local Government, Hon. Balaam Barugahara, and the Permanent Secretary, Ben Kumumanya, to guarantee effective supervision and timely delivery.
The Minister also called upon Resident District Commissioners, District Chairpersons and Chief Administrative Officers in Agago, Lamwo and Pader to maintain vigilant oversight through regular site inspections, saying strong local leadership would be critical to the project’s success.
Turning to the communities that stand to benefit, Nameere urged residents to safeguard construction equipment and the completed road infrastructure from vandalism while cooperating with contractors throughout the implementation period.

She encouraged local people to seize employment opportunities created during construction and prepare for the economic gains that improved transport networks are expected to deliver.
She further challenged farmers to increase agricultural production and strengthen their savings groups so they are well positioned to take advantage of expanded market access once the roads are completed.
Nameere concluded by expressing gratitude to the German Government and KfW Development Bank for their continued partnership with the Ministry of Local Government, saying the collaboration is helping to lay a lasting foundation for sustainable economic growth and improved livelihoods across Northern Uganda.
