The Inspectorate of Government (IG) has arrested the Principal Human Resource Officer of Mityana District Local Government over allegations of causing financial loss to the government and abuse of office involving more than UGX 75 million.
The suspect, Mr. Mukiibi Hussein, 50, is accused of irregularly processing and facilitating the payment of unlawful salary arrears and salaries amounting to UGX 75,557,709 through manipulation of the Integrated Personnel and Payroll System (IPPS).
According to the Inspectorate of Government, investigations established that between January 2022 and December 2023, while serving as Principal Human Resource Officer at Mityana District Local Government, Mukiibi allegedly used his position to authorize payments to six individuals contrary to established procedures.
The beneficiaries were identified as Agnes Nuwagaba, Jorum Guma, Simon Peter Okodel, Chuchu Wamala, Swafuwa Namaganda, and Safina Nandege.
The Inspectorate alleges that Mukiibi knowingly manipulated the payroll system, resulting in unlawful payments that caused a financial loss of UGX 75,557,709 to the Government of Uganda.
The anti-corruption agency said the suspect has been arraigned before the Anti-Corruption Court to answer charges related to causing financial loss and abuse of office.
The arrest is part of ongoing efforts by the Inspectorate of Government to combat corruption and strengthen accountability in public service, particularly in the management of government payroll systems.
