A woman described by authorities as a notorious land grabber in Masaka District has been charged before the Masaka Chief Magistrate’s Court over a string of alleged land-related offences.

The State House Anti-Corruption Unit, working jointly with the Uganda Police Force in Masaka and the Office of the Director of Public Prosecutions, arraigned Zulaika Nakabiri alongside Bugembe Edrisa, Dumba Abdu Swaburu and Makumbi Abbey.

Prosecution alleges that the four have for a long time terrorised residents in different parts of Masaka through assault, criminal trespass, unlawful occupation of land and destruction of crops, trees, houses and other property.

The accused denied the charges and were remanded to prison until August 13, 2026.

In a related development, Ntale Godfrey, the LC I Chairperson of Misaala Cell, and Juuko John were also charged before the same court with theft and conspiracy to defraud.

According to investigators, the duo allegedly conned members of the public by claiming they could help them access funds under the Parish Development Model (PDM).

Court heard that one of the victims, Ntuumwa Elvis, sought their assistance to apply for the funds. Juuko allegedly filled out the application while Ntale looked on before instructing the victim to register a new SIM card.

The suspects allegedly obtained the mobile money PIN, confiscated the SIM card and later withdrew Shs1 million that had been disbursed to the victim through the Parish Development Model programme.

After failing to recover his money or obtain an explanation, Ntuumwa reported the matter during the ongoing “Expose the Corrupt” baraza in Masaka.

The two were also remanded until August 13, 2026.

Authorities said the arrests and prosecutions followed complaints raised by residents during the ongoing “Expose the Corrupt” campaign spearheaded by the Minister of Local Government, Raphael Magyezi Balaam Barugahara Ateenyi, in Masaka.
