A police officer tasked with enforcing the law has found himself on the wrong side of it after a shocking video surfaced showing him assaulting a young supermarket attendant for simply doing her job.

Assistant Superintendent of Police (ASP) Clive Nsiima Mutambuka was arrested on October 7, 2025 following a public uproar sparked by a viral video captured at a supermarket.
The footage shows Mutambuka slapping and threatening a female employee identified as Atumuhuriize, after she reminded him about a shs30,000 unpaid bill.
Instead of settling the modest amount, the officer lashed out, slapping her twice in full view of her colleagues before finally paying off the bill at the counter.
Eyewitnesses described the incident as a disturbing display of arrogance and abuse of power.
A formal case of assault and threatening violence was filed at Police under reference number 8/07/10/25 by another worker, Atuhumuriize.
Shortly after the video went viral, Uganda Police spokesperson Rusoke Kituuma confirmed the arrest of Mutambuka.
“Our preliminary investigations confirm that the individual in the video is a serving officer, ASP Nsiima. He is currently in custody as we continue with our inquiries,” Kituuma said in a public statement.
“We strongly condemn this kind of behavior, which goes against our disciplinary code. We’ve also reached out to the victim and witnesses involved.”
The video, which has sparked widespread condemnation on social media, has become a rallying point for calls demanding accountability within the police force.
Popular journalist Sudhir Byaruhanga (@Sudhirntv) posted: “@PoliceUg, please take action against this man, reportedly one of your own. What a shame.”
Another user, JA Jeff, added: “Imagine, over just Shs30,000/=, a police officer resorts to violence. This is abuse of power in its rawest form. Justice must be served.”
Critics have pointed to the recurring issue of law enforcement officers abusing their authority, especially toward vulnerable citizens. Many are now urging Uganda Police to take decisive action to restore public trust. As investigations continue, the public waits to see whether this will be another case of impunity, or a rare instance of accountability.”
