Police warn against working near live power lines following fatal electrocution in Kampala

The Uganda Police Force has issued a stern warning to the public about the dangers of working near live electricity lines, following a tragic incident in Kabalagala, Kampala, that claimed one life and left another in critical condition.

Kampala Metropolitan police spokesperson, Luke Owoyesigire, confirmed that the incident occurred on 29th November 2025 at around 12:30pm in Bruno Zone, Lower Konge, Makindye Division.

Preliminary investigations indicate that the deceased, 19-year-old Basalira, was plastering an exterior wall on the second floor of an unfinished building dangerously close to high-voltage three-phase electricity lines. He was electrocuted instantly after coming into contact with the live wires.

A second victim, Emmanuel Owomugisha, suffered electric shocks while attempting to rescue Basalira and is currently admitted at Mulago Hospital in critical condition.

Owoyesigire explained that first responders, including detectives and Scene of Crime Officers, documented the scene, recorded statements, and conveyed Basalira’s body to the City Mortuary at Mulago for postmortem examination. No arrests have been made pending further inquiries.

The police reminded the public, particularly construction workers, site owners, and casual laborers, to strictly observe electrical safety guidelines:

  • Maintain a safe distance from live power lines, especially when working on upper floors or external walls.

  • Consult Uganda Electricity Distribution Company Limited (UEDCL) or relevant electrical authorities before starting construction near high-voltage lines.

  • Use insulated tools and protective gear when working at heights or close to electrical installations.

  • Report exposed, low-hanging, or damaged electricity lines to the nearest police station or utility provider.

  • Never attempt to rescue an electrocuted person with bare hands; turn off the power source or use dry, non-conductive materials.

Owoyesigire urged the public to prioritize safety, warning that neglecting these precautions can lead to fatal accidents.
