KAMPALA,Uganda: The Ministry of Finance, Planning and Economic Development is conducting hands-on sensitization workshops on the Programme-Based Budgeting System (PBS) for officials from selected Ministries, Departments, and Agencies (MDAs).
The initiative aims to address capacity gaps in the use of the system and collect feedback on user challenges that require improvement.
The Assistant Commissioner in the Budget Policy and Evaluation Department at the Ministry of Finance, Mr. Ali Tagoole, represented the Acting Director for Budget, Hannington Ashaba, at the opening ceremony of the one-day event held on 3rd March 2026 at Mestil Hotel in Kampala.
The workshop brought together more than 60 stakeholders from various government institutions. Ashaba noted that the sessions, scheduled to run from 3rd to 6th March 2026, are intended to strengthen the practical capacity of MDAs in using the system to finalize their budget estimates and ministerial policy statements.
“This workshop is a key component in our ongoing efforts to enhance the quality, credibility, and compliance with submission timelines in the budgeting process,” Tagoole said while delivering the Acting Director’s remarks.
He also commended the Government for the continued support toward strengthening public financial management systems.
According to him, building capacity among MDAs will enable institutions to improve the absorption of allocated budgets, which will ultimately enhance service delivery to the population.
Participants at the workshop commended the Ministry of Finance for organizing the training, noting that the knowledge gained will help them improve budgetary performance in both fund disbursement and absorption.
They added that the skills acquired would enhance the effective utilization of public resources, particularly at the district level, thereby improving service delivery to citizens.
