KAPCHORWA — The chairperson and secretary of Tegeres West Division SACCO in Kapchorwa District have been charged before court over the alleged theft of money meant for beneficiaries under the Parish Development Model (PDM).
According to the State House Anti-Corruption Unit, working together with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), the suspects were arraigned before the Kapchorwa Chief Magistrate’s Court on charges of theft and conspiracy to defraud.
The accused were identified as Siwa Moses, the SACCO chairperson, and Sorowon Sam Kwurus, the secretary of Tegeres West Division SACCO.
Prosecution alleges that between September and October 2025, the two, together with others still at large, conspired and stole money from several beneficiaries enrolled under the PDM program in Tegeres West Division SACCO.
The alleged theft reportedly affected multiple beneficiaries who were expecting to receive funds aimed at boosting household incomes and supporting community development under the government initiative.
Court remanded the suspects until May 14, 2026, as investigations into the matter continue.
The Parish Development Model is a government program intended to move households from subsistence to the money economy through parish-based financing and enterprise support.
