Dar es Salaam– Senior Presidential Advisor on Agri-Business also liaisons office Diaspora Affairs Dr. Hillary Emmanuel Musoke Kisanja said that the government of Uganda, through various ministries, agencies, and initiatives, is committed to facilitate diaspora participation in national development.

“From dual citizenship and access to national IDs, to investment incentives, pension schemes, and real estate opportunities—we are aligning policies to make it easier and safer for you to engage.” We also aim to make government services more accessible, transparent, and responsive to diaspora needs. The presentations and interactive sessions during this convention are designed to provide you with practical, actionable information,” he said.

He made the remarks during the 1st Uganda Diaspora Convention in Tanzania. “It is an honor and a privilege to join you at this historic 1st Uganda Diaspora Convention in Tanzania. I bring you warm greetings and best wishes from His Excellency Yoweri Kaguta Museveni, President of the Republic of Uganda, who recognizes and deeply values the contribution of Ugandans living abroad. This convention is more than a gathering; it is a movement—a call to action. It signals a new chapter in our collective commitment to engaging the Ugandan diaspora as a vital force for socio-economic transformation.”

Dr. Hillary said, “Ugandan diaspora is not only a source of remittances—now contributing over UGX 5.5 trillion annually—but a wellspring of knowledge, innovation, networks, and entrepreneurship. Our citizens abroad are serving as global ambassadors, building bridges between Uganda and the world.”

Dr. Hillary commended the High Commission and the Consulate in Arusha for organizing this convention under the theme “Harnessing the Diaspora Potential for Socio-Economic Transformation: Strengthening Uganda-Tanzania Ties.”

“Let us leverage this forum to foster stronger bilateral economic, cultural, and people-to-people ties between our two countries,” he stated.

Strengthening the Uganda-Tanzania Relationship

Tanzania is not just a neighbour—it is a strategic partner and a sister nation. Our shared history, culture, and aspirations make this an ideal location to deepen diaspora engagement.

Key Initiatives to Support the Diaspora include;

Diaspora Information Management System

Government has developed a comprehensive Diaspora Information Management System to register all Ugandans living abroad. This system will provide critical insights into the demographics and distribution of Ugandans overseas, enabling efficient consular services, policy formulation, and targeted support.

The Diaspora App

Government is introducing the Diaspora App, a one-stop platform consolidating all government and embassy services. The app will offer real-time information, news updates, and interactive features that connect Ugandans worldwide.

It will make engagement easier and more effective, ensuring those in diaspora remain connected to Uganda wherever they are.

Diaspora Engagement and Feedback Mechanism (Call Centre)

Communication is key. That is why government is establishing a Diaspora Call Centre, allowing members of the diaspora to directly reach authorities for assistance and inquiries. This system will facilitate real-time interaction between the diaspora and government agencies, ensuring that thier concerns are addressed promptly and efficiently.

The National Diaspora Policy

The government is working hand in hand with the Ministry of Foreign Affairs (MOFA) to develop the Diaspora Policy. The aim is to create a framework that improves effective mobilization, facilitates investment, and encourages structured engagement.

The government has so far carried out benchmarking exercises in Ethiopia, India and recently, Kenya; this will provide valuable insights to ensure that the policy aligns with global best practices.

The Diaspora Fund

One of the key proposals under discussion is the establishment of a Diaspora Fund, modeled after the Parish Development Model. This fund will support diaspora-led investment projects, providing financial assistance for business ventures and economic activities that contribute to Uganda’s growth.

This initiative will not only empower the diaspora but also ensure that Uganda benefits from thier entrepreneurial spirit and expertise.

Other countries have successfully implemented similar models—China, Ethiopia, Kenya, and Rwanda have all established diaspora investment mechanisms that have significantly boosted their economies. Uganda must follow suit.

“We want to support you so that you can generate wealth where you are, invest back home, and in turn, strengthen our economy. By doing so, we can increase diaspora remittances from the current UGX 5.5 trillion, creating a win-win situation for both you and our country. Enhancing Service Delivery for the Ugandan Diaspora,” Dr. Hillary emphasized.

“One of our top priorities is to streamline service delivery for Ugandans abroad. We recognize that access to essential government services should be efficient, transparent, and responsive to your needs. That is why we have taken significant steps to ensure that the challenges you once faced in obtaining critical documents like passports, national IDs, and land verification are now a thing of the past. I can confidently say that today, there is no Ugandan in the diaspora struggling to get a passport. If you apply for a passport, you can now receive it within a day. This is a milestone we take pride in, and it reflects the government’s commitment to ensuring that you do not face unnecessary delays or frustrations in securing your essential documents.”

“Another key area we have focused on is land ownership and verification. We recognize that many Ugandans in the diaspora have faced challenges in securing and managing their properties back home. In response, we have established a diaspora desk under the Ministry of Lands to assist you. Additionally, we are working closely with the Ministry of Lands to integrate a Land Information Management System that will allow you to verify land ownership remotely. This system will not only provide details about a property but also display the rightful owner’s photo. This measure will enhance transparency and protect Ugandans abroad from land fraud and illegal transactions.” He concluded.
