KAMPALA, Uganda (UGNEWSLINE) – President Yoweri Kaguta Museveni has named 13 individuals for appointment to key government positions, replacing several long-serving officials in a major shake-up of the public service.
Among the notable changes is the appointment of Edward Sengonzi Damulira as Clerk to Parliament, replacing Adolf Mwesigye.
In the Ministry of ICT and National Guidance, Prof. Stephen Akandwanaho has been nominated to replace Dr. Aminah Zawedde, while Charles Ssentongo is set to take over from Vincent Bagire as Permanent Secretary in the Ministry of Foreign Affairs.
Another notable departure is Edith Mwanje, the outgoing Permanent Secretary in the Ministry of East African Community Affairs, who has been replaced by Aggrey Wunyi.
Mwanje’s departure has reportedly been welcomed by some pensioners of the defunct East African Community, who accuse her of denying them access to their pension benefits for nearly 49 years.
Several pensioners, who spoke to this website on condition of anonymity shortly after the announcement, said they had endured untold suffering while pursuing their pension claims and welcomed what they described as a long-overdue leadership change.
Museveni announced the proposed appointments in a message posted on his X account on Sunday, November 8, 2026, saying he had exercised his powers under Article 174(2) of the 1995 Constitution to nominate the individuals for the respective offices.
However, the appointments are subject to assessment by the Public Service Commission, which the President has directed to examine the suitability of the nominees and advise him accordingly.
The other nominees are Emmanuel Freddie Mugunga for the Office of the Prime Minister; Maureen Kasande for the Inspectorate of Government; and Sheeba Kyobutungi Rujoki for the Office of the President, responsible for Science, Technology and Innovation.
Kenneth Akiri has been nominated for the Ministry of Water and Environment, while Barbara Namugambe is proposed for the Ministry of Agriculture, Animal Industry and Fisheries.
Mark Sseremba has been nominated for the Ministry of Public Service, Eng. Flavia Guto Bwire for the Ministry of Works and Transport, and Edith Butuuro for the Ministry of Defence and Veteran Affairs.
Betty Mutesa Cwinya-ai has been nominated for the Public Service Commission.
The proposed changes affect several key government institutions and ministries, with the final appointments dependent on the outcome of the Public Service Commission’s assessment.
