The Office of the Director of Public Prosecutions (ODPP) has sanctioned criminal charges against four suspects in connection with the murder of Villa Sports Club captain David Owor and the alleged aggravated robbery of a Congolese doctor, as the prosecution service separately faced parliamentary scrutiny over challenges affecting Uganda’s justice system.
The four suspects: David Ahumuza, Elvis Munguci alias Emmanuel Sadik Commander, Francis Ssegawa, and Martin Lubega, appeared before Makindye Chief Magistrate Sarah Anne Basemera, where the charges were read and explained to them.
According to the prosecution, the suspects, together with others still at large, allegedly robbed Owor of two mobile phones and a bag containing personal belongings on August 4, 2026, in Dubai Zone, Makindye Division.
The prosecution further alleges that Owor was unlawfully killed during or around the time of the robbery and that the suspects caused his death with malice aforethought.
They face charges of murder and aggravated robbery under the Penal Code Act.
The same suspects are also accused of robbing Dr Jackson Ombeni, a Congolese national, in Nabisaalu Zone, Makindye Division, on the same day.
Prosecution alleges that the group robbed Ombeni of property valued at about Shs1.065 million, including an iPhone 11 Pro Max, $90 and a silver watch. It further alleges that a deadly weapon, identified as a paver, was used immediately before or after the robbery.
The four suspects have been charged with aggravated robbery in that case.
They were remanded until September 10, 2026, when the matters will be mentioned as investigations continue. State Attorney Achingo Jemimah represented the ODPP.
