VP Alupo urges national unity as Isingiro district celebrates success in service delivery

ISINGIRO: Vice President Maj. (Rtd) Jessica Alupo has urged Ugandans to promote national unity, peace and hard-work by explicitly rejecting all forms of discrimination.

“Ugandans should avoid all forms of discrimination based on tribe, gender, religion, region. Politics should be based on the interests of people and not identity,” Alupo said.

The vice president made the remarks as she joined the people of Isingiro district, as they celebrated their recognition as the best-performing Local Government in Uganda in the Service Delivery Performance Assessment for Financial Year 2024/2025 by the Office of the Prime Minister.

On behalf of His Excellency Yoweri Kaguta Museveni, the Government, Alupo congratulated the leadership and people of Isingiro district for this outstanding achievement. “This success reflects effective leadership, teamwork between political and technical leaders, prudent use of public resources, and commitment to improving the welfare of the people,” she said.

“As we celebrate this achievement, let us remember that excellence comes with responsibility. We must continue focusing on increasing household incomes, expanding irrigation and climate-smart agriculture, improving service delivery, promoting transparency and accountability, and creating opportunities for our youth,” she said.

Isingiro district has steadily progressed in education, health, water supply and road infrastructure. Isingiro is also among the leading districts in the implementation of the Parish Development Model, a Government’s flagship programme for household transformation. In addition, many households have benefited through parish SACCOs and investments in productive enterprises.

Alupo encouraged all beneficiaries to continue using the above resources responsibly to create sustainable wealth and improve household incomes.

She applauded efforts of Isingiro people for supporting household incomes and strengthening Uganda’s economy. “As one of Uganda’s leading agricultural districts, Isingiro continues to make a significant contribution to national food security through the production of bananas, milk, beef, and other agricultural products,” Alupo said.

Over the years, Isingiro has distinguished itself as a model district in service delivery, community mobilization, wealth creation, and socio-economic transformation.

She commended the district leadership, led by Lt. Col. Bright Rwamirama, the District Chairperson, the Chief Administrative Officer, and all technical staff for their dedication to serving the people.

Relatedly, Alupo commended the religious, cultural, opinion leaders and development partners for mobilizing citizens to participate in government programmes emphasizing that development succeeds when communities actively engage in programmes designed to improve their livelihoods.

She also lauded the people of Isingiro for peacefully co-existing with refugee communities stressing that Uganda’s refugee policy remains a global example of compassion and inclusion, and their hospitality continues to strengthen social cohesion and development.

She thanked the people of Isingiro for continuously supporting NRM highlighting that all the above achievements have been possible because of the peace and security that Uganda enjoys under the leadership of H. E. President Yoweri Kaguta Museveni.

Lt. Col. Rwamirama, MP Isingiro County North congratulated the district leadership and people of Isingiro on this historic achievement. “Your success demonstrates that when leaders work together and citizens actively participate in development programmes, transformation becomes a reality,” he said.

According to the latest assessment, Isingiro scored 98.37 percent, up from 94.72 per cent in 2024 when it ranked second, overtaking Kiruhura district, which has now dropped to second place.

The assessment examined how local governments are delivering services in key sectors, including education, health, water and sanitation, small-scale irrigation and production.
