With just 10 days to go, the long-awaited consecration of Busoga’s Bishop-elect has been thrown into dramatic uncertainty after the Church of Uganda’s Provincial Secretariat issued a hard-hitting ultimatum: no payment, no consecration.
The Provincial Secretary Rev Can. William Ongeng ordered Busoga Diocese in letter seen by this online publication, to clear its Shs24.8 million Provincial Quota, a debt, officials say has lingered far too long.
In a letter dated December 3, 2025, he warned that the December 14 consecration of the 4th Bishop of Busoga, Rev Can. Associate Prof. Grace Lubaale, will not proceed unless the money is fully paid.
The Archbishop, along with top church legal officers and committee heads, were all copied in the letter, an unmistakable sign of just how seriously the matter is being taken.
A provincial team dispatched to the diocese on November 28, reportedly found glaring gaps in the financial preparations, despite earlier reminders, most notably an October 13 letter, warning the diocese to settle the arrears.
Provincial rules leave no room for negotiation: “Unless a diocese has cleared the Provincial Quota to ZERO, the consecration will not take place.”

However, a well-placed source within the diocese, who spoke on condition of anonymity, claimed and insisted that ‘the debt had already been settled’.
But with no official confirmation available, this publication could not independently verify the claim by press time.
With the clock ticking toward December 14, tension continues to mount. All eyes are now fixed on Busoga Diocese as the nation waits to see whether the long-awaited, historic consecration will finally proceed.
The House of Bishops of Church of Uganda sitting at Lweza Training and Conference Centre has today elected Rev. Canon. Associate Prof. Dr. Grace Lubaale as the 4th Bishop of Busoga Diocese.
He will be consecrated and enthroned as the 4th Bishop of Busoga Diocese on 14th December 2025 at Christ Cathedral Bugembe in Jinja.
Who is Rev. Can. Prof. Lubaale?
Prof. Lubaale was born on 9th October 1978, in Bugombya Zone, Butansi Parish, Butansi Sun county, Bugabula County in Kamuli District. He received Jesus Christ as his Lord and Savior in December 1994.
He was ordained a Deacon in the Diocese of Kampala in 2008, priested in 2009 and installed as a Canon of Education and Training of All Saints Cathedral Kampala on 1st November 2024.
He is married to Clare Louise Atuheirwe and God has blessed them with four Children.
He holds a Doctorate of Philosophy in Development Studies, Master of Arts in Theology, Master of Arts in Development Studies and a Bachelor of Arts with Education.
