LUWEERO DISTRICT : The Resident District Commissioner (RDC) for Luwero District, Mariam Nalubega Seguya, has directed all heads of educational institutions to implement the presidential directive requiring students to undertake patriotism training courses, one of the core policy positions of the National Resistance Movement.
She made the remarks on April 30, 2026, while officiating at a colourful pass-out ceremony where a total of 548 students of St Kizito Secondary School Katikamu, Kisule in Luwero District, completed a five-day comprehensive patriotism training course at the school.
The training was conducted by instructors from the National Patriotism Secretariat, including Lt Kakooza David, Sgt Baguma Emmanuel, and Opio Simon Peter.
Nalubega cautioned students against excessive use of TikTok and other social media platforms, warning that addiction to such tools could negatively affect their future.
“The world has evolved with new digital tools such as TikTok and other social media platforms which, when misused, can endanger young people’s potential,” she said.
She also advised girls to avoid bad company and refrain from engaging in sexual activities prematurely, urging them to focus on personal development and building sound judgment.
Nalubega congratulated the school headmistress, Akuwa Clemensia, and the Board of Governors for creating an environment that allows the programme to thrive. She noted that the training equips students with skills to actively participate in community-led civic activities.
She further revealed that since her recent posting from Kayunga District, only St Kizito Secondary School Katikamu, Bombo Army Secondary School, and Katikamu SDA Secondary School Wobulenzi have complied with the directive on patriotism training programmes, questioning the absence of other schools.
“I am surprised that key Luwero District officials are not present at this national function, including the District Education Officer (DEO) and Chief Administrative Officer (CAO), yet they are supposed to supervise the implementation of government programmes,” she said.
Nalubega added that she would convene a District Security Committee meeting to demand action on the implementation of the course.
The Chairperson of the Board of Governors, Fr Achilles, said the students had learned valuable skills, including the Kiswahili language, healthy living principles, decent dress code, physical activity, and the fear of God—key aspects in shaping a holistic individual.
