IGG orders interdiction of seven senior Parliament officials over corruption charges

The Inspector General of Government (IGG), Lady Justice Aisha Naluzze Batalaga, has directed the Clerk to Parliament, Adolf Mwesige, to immediately interdict seven senior officials of Parliament who are facing corruption-related charges before the Anti-Corruption Court.

In a press statement issued on Friday, the IGG said the officials should be barred from exercising the powers and functions of their offices pending the final determination of the criminal proceedings against them.

The officials affected by the directive are Chris Ariko Obore, Director of Communications and Public Affairs; Adilo Daniel, Director of Human Resource; Rajab Kaaya Ssemalulu, Principal Research Officer; and Oki Emmanuel Emuron, Principal Protocol Officer.

Others are Obetaba Vincent, Capacity Development Officer; Okema Leonard, Executive Secretary in the Office of the Speaker; and Lute Stella, Office Supervisor in the Office of the Sergeant-at-Arms.

According to the Inspectorate of Government, the officials are currently on remand in Luzira Prison after being arraigned before the Anti-Corruption Court on July 1, 2026.

They were charged with embezzlement and causing financial loss under the Anti-Corruption Act.

The IGG said the directive is grounded in Article 230 of the Constitution and Section 13(6) of the Inspectorate of Government Act, which empower the Inspector General of Government to issue orders and directions deemed necessary in the course of carrying out official duties.

“In the instant case, public interest demands that while the case against the above public officials is still ongoing at the Anti-Corruption Court, they should be suspended from exercising the powers and functions of their offices,” the statement reads in part.

The Inspectorate noted that the move is intended to safeguard the integrity of public institutions and ensure due process while the matter is before the courts.

The development comes as investigations and prosecutions targeting corruption in public institutions continue to intensify.

IGG Moves to Suspend Seven Parliament Officials as Corruption Case Proceeds

The Inspector General of Government has ordered the immediate interdiction of seven senior Parliament officials charged with corruption, saying public interest requires that they stay out of office while their criminal case is being heard.

In a directive addressed to Clerk to Parliament Adolf Mwesige, IGG Lady Justice Aisha Naluzze Batalaga instructed that the officials be interdicted pending the final determination of the proceedings before the Anti-Corruption Court.

The officials include Parliament Director of Communications and Public Affairs Chris Ariko Obore, Director of Human Resource Adilo Daniel, Principal Research Officer Rajab Kaaya Ssemalulu, and Principal Protocol Officer Oki Emmanuel Emuron.

Also affected are Capacity Development Officer Obetaba Vincent, Executive Secretary in the Office of the Speaker Okema Leonard, and Office Supervisor in the Office of the Sergeant-at-Arms Lute Stella.

The seven officials are currently on remand at Luzira Prison after appearing before the Anti-Corruption Court on July 1, where they were charged with embezzlement and causing financial loss.

The IGG cited constitutional and statutory powers under Article 230 of the Constitution and Section 13(6) of the Inspectorate of Government Act to justify the directive.

According to the Inspectorate, allowing public officers facing ongoing corruption proceedings to continue exercising authority could undermine public confidence and the integrity of government institutions.

“The public interest demands that while the case is still ongoing, they should be suspended from exercising the powers and functions of their offices,” the statement said.

The Inspectorate further stated that the action demonstrates its commitment to protecting public institutions while ensuring that due process is respected as the court handles the matter.

The interdiction directive now places the responsibility on Parliament’s administration to implement the IGG’s orders as the criminal proceedings continue.
