KAMPALA, Uganda (UGNEWSLINE) – Six people have been sent to Luzira Prison by the City Hall Magistrates Court over allegations of illegally possessing materials linked to Uganda’s Primary Leaving Examinations.

The suspects appeared before Senior Principal Grade One Magistrate Nicholas Aisu where they faced charges under the Uganda National Examinations Board Act, 2021.

The accused include teachers Dickson Tugeineyo, Deogracious Opio, William George Olwa and Bruno Lyazi, alongside Ismail Madete, a student, and Nathan Ssebulonde, also known as Jungle, who is also a teacher.

According to the prosecution, the suspects were allegedly found with examination-related papers or information between September and October 2026.

The materials are said to have concerned four PLE subjects — Mathematics, Social Studies, Integrated Science and English.

Prosecutors told court that the examination content was restricted material belonging to the Uganda National Examinations Board (UNEB).

Two of the accused, Tugeineyo and Ssebulonde, admitted the charge when it was read to them. The remaining four Opio, Madete, Olwa and Lyazi pleaded not guilty.

Their lawyer, Amos Kuuku, asked the court to provide the defence with the evidence being relied upon by the prosecution. He also informed court that the accused intended to seek bail.

State Attorney Mercy Yamangusho, however, said investigations had not yet been completed and requested more time before the case proceeds.

Magistrate Aisu granted the request and ordered that the six remain in custody at Luzira Prison until October 19, 2026.

They are expected to return to court on that date for further proceedings, including the presentation of the prosecution’s brief facts and consideration of the bail application.

The charge attracts a maximum sentence of five years in prison, a fine of up to Shs20 million, or both if the accused are convicted.

The case comes as Uganda’s examination calendar enters a critical period. Senior Four candidates are currently beginning their national examinations, with the first written papers expected on Monday following the briefing session.

Primary Seven candidates are scheduled to begin their own examination process later in the month, with PLE briefing set for October 30.

The court case has consequently brought renewed attention to the security of examination materials ahead of the PLE.
