As Uganda prepares for the parliamentary nomination exercise on October 22 and 23, 2025, the country’s security agencies have issued a set of stringent guidelines to ensure order, safety, and minimal disruption to public life.
The Uganda Police Force emphasized that access to nomination centres will be restricted to only invited persons and candidates. The move is aimed at limiting crowds and ensuring the smooth conduct of the exercise across designated locations.
“Access to nomination centres is strictly controlled. Only invited persons and registered candidates will be allowed entry,” Police statement reads.
Traffic to and from nomination venues will be heavily regulated to prevent congestion, with specific routes designated for candidate convoys and support vehicles.
The Electoral Commission (EC) has capped each candidate’s convoy at two vehicles, with a maximum of 10 occupants per vehicle. Processions, parades, and rallies during the nomination process are prohibited under EC and public order guidelines.
“All electoral laws, traffic regulations, and public order provisions will be fully enforced. Candidates and their supporters must operate within the legal framework,” the statement read further.
The police also reminded political actors that citizens’ rights and daily life must not be disrupted by campaign-related activities.
Markets, schools, and hospitals have been flagged as off-limits for any post-nomination events, due to their sensitivity and potential for disruption.
Candidates intending to hold post-nomination gatherings are required to coordinate with local police commanders (DPCs and RPCs) to identify appropriate venues and ensure safety.
Security agencies are appealing to both politicians and the public to prioritize peace, harmony, and national unity during the nomination period.
The police stressed that the responsibility lies with all of every Ugandan to maintain a peaceful environment.
