Kampala,Uganda– The Uganda Boy Scouts Association (UBSA), which had previously lost control of the scouting headquarters to the Uganda Scouts Association Limited, has officially resumed operations. This follows a court ruling in February this year that ordered the deregistration of the Uganda Scouts Association Limited.

With a new leadership team in place, UBSA has launched a bold strategy to revitalize the scouting movement across the country.

Speaking at a press conference at the association’s headquarters in Kaazi, UBSA leaders emphasized a renewed focus on modernization, youth empowerment, and national unity.

David Muledu, Head of Scouts at the Kaazi headquarters, welcomed all former members of the deregistered association to rejoin the movement under UBSA’s leadership.

“We are open to everyone. Those who were part of the former group were our brothers and sisters. Our foundation is built on discipline and patriotism, not division,” said Muledu. “We’re not here to block anyone—we invite all to join us in rebuilding Scouting in Uganda.”

UBSA’s new plan outlines several key priorities:

  • Revival of school-based scouting programs, launching nationwide this week
  • Upgrading the Kazi campsite into a modern, international-standard facility
  • Investing in grassroots leadership development
  • Rebranding the association with new uniforms, vehicles, and a stronger digital presence

Mr. Muledu stressed the importance of combining traditional scouting values with practical, modern skills.

“We aim to inspire and train young people, but always under responsible adult supervision. Scouting is for the youth, but led by experienced hands,” he said.

Upgrading the Kaazi Camp

Once lacking essential services like water and electricity, the Kaazi campsite has seen major infrastructure improvements. UBSA plans to transform it into a state-of-the-art facility featuring; A modern headquarters with conference facilities, New accommodation blocks and hygienic washrooms, A multi-purpose sports arena for scouting and community use among other.

Income-generating projects to reduce financial dependency

“We’re building a sports arena not just for Scouts, but for the broader community—sports clubs, churches, and more. This reflects Scouting’s value of self-reliance,” said Mr. Muledu.

Leadership Development and Grassroots Empowerment

UBSA will host a nationwide leadership workshop between August 10 to 20 in Kaazi bringing together ten representatives from each district. The aim is to empower them to train and grow the movement in their home regions.

“This is part of our grassroots revival strategy,” he said. “We’re investing in leaders who will mentor and guide the next generation of Scouts.”

Preparing Youth for Today’s Challenges

Conslant Ikiring, UBSA’s Female Youth Representative, highlighted the association’s move toward equipping young people with practical skills in response to Uganda’s evolving job market and social challenges.

“We’re moving away from the outdated idea that Scouting is only about parades and forest survival,” she said. “Young people today need real skills that can help them earn a living.”

New training programs now include:

Firefighting

  • Tailoring
  • Hiking and eco-tourism
  • Digital literacy and printing
  • Mental health awareness and substance abuse prevention

Ikiring also emphasized UBSA’s commitment to addressing pressing societal issues.

“We want to be part of the solution. Through Scouting, we’re offering rehabilitation programs, sports activities, and skills training that help reduce vulnerability to drug abuse,” she said. “Scouting must reflect the realities of today’s world.”

A National Call to Action

UBSA is calling on government agencies, schools, parents, and former Scouts to support its renewed mission. The association’s leaders believe that, by working together, they can restore Uganda’s scouting legacy and equip young people to become self-reliant, patriotic citizens.

“This isn’t just about tradition—it’s about transformation,” said Ikiring. “In today’s world, it’s not about academic papers alone; it’s about what you can do with your hands. That’s the new face of scouting in Uganda.”
