Commissioner Mugume Saga: Records Show Regraded Officers Met High Academic, Training Standards

When the call for professionalism and higher academic standards echoed across the Uganda Police Force in 2010, a group of officers stood out. By the time they were regraded, they were already graduates, each bringing not just academic credentials but also, specialized training that sharpened their capacity to serve. Their journeys illustrate the blend of education, discipline, and professional development that has come to define modern policing.

 

A trained OBC officer, IP Ekyoheirwe Jasper combined command training with academic grounding. In 2014, she successfully completed the Officers Basic Course (OBC), a professional leadership and command programme jointly conducted by the Uganda Police Force and the Uganda People’s Defence Force (UPDF). By the time she was regraded, Jasper was already a graduate, holding a Bachelor of Arts in Development Economics from Makerere University (2012). The OBC training broadened her expertise, deepened her practical experience, and reinforced her credentials as a versatile officer capable of bridging both policy and operations.

 

Also a trained OBC officer, IP Amumpaire Eva charted a path that combined academic excellence with leadership training. In 2014, she too completed the Officers Basic Course (OBC), the joint Police–UPDF programme that instills discipline, command skills, and professional resilience. By the time she was regraded, Eva was already a graduate, holding a Bachelor’s Degree in Human Resource Management from Ndejje University, later complemented by a Master’s Degree in Public Administration and Management. Her dual strength in training and academics positioned her as both a capable leader and an accomplished administrator.

 

 

By the time Aisha Namukasa was regraded, she was already a graduate, holding a Bachelor’s Degree in Human Resource Management from Kampala International University (2010). She steadily advanced her academic journey with a Postgraduate Diploma in Human Resource Management from UMI in 2015 and a Master’s in Management Studies in 2019. Her strong academic foundation and steady progression eventually opened opportunities beyond the force, leading her to serve in another ministry.

 

 

By the time Lilly Birungi was regraded, she was already a graduate of Makerere University with a Bachelor’s Degree in Information and Communication Technology (ICT). She later advanced with a Master of Science in Information Technology from ISBAT University, a Postgraduate Diploma in Human Resource Management from UMI, and professional ICT certifications. This rare combination of ICT and HR knowledge later saw her transition to another ministry, her skills remain invaluable.

 

 

Having completed the Police Command Training Course at Bwebajja, Lizzie Namulinda sharpened her leadership and operational edge. By the time she was regraded, she was already a graduate of Uganda Christian University, Mukono, with a Bachelor’s Degree in Public Administration. She later reinforced her expertise with a Postgraduate Diploma in Human Resource Management from the Uganda Management Institute (UMI), carrying both academic and command credentials into her career.

 

 

 

By the time Pearl Keinembabazi was regraded, she was already a graduate of Makerere University, having completed a Bachelor’s Degree in Information and Communication Technology in 2012. She strengthened her academic foundation with additional ICT certifications, preparing her to tackle emerging challenges such as cybercrime. Pearl’s skills reflected the force’s modernization efforts, ensuring digital security became a pillar of policing in the new era.

 

 

A New Face of Professional Policing

 

 

 

The stories of Jasper, Eva, Aisha, Lilly, Lizzie, and Pearl reflect more than personal achievement. They symbolize a broader shift in the Uganda Police Force ,one where officers are not only graduates but, in some cases, rigorously trained, blending education with professional development.
