KAMPALA, Uganda: The government has called upon school heads across the country to uphold high standards of professionalism and discipline in order to maintain public trust and respect in the education sector.
The appeal was made on February 12, 2026, by the State Minister for Higher Education, Dr. Chrysostom Muyingo, while officiating at the opening of the two-day National Senior One placement exercise at Lugogo Multi-Purpose Hall.
The exercise runs from February 12 to 13, 2026. Organized by the Ministry of Education and Sports, the event brought together more than 5,000 directors and head teachers from secondary schools nationwide.
Dr. Muyingo noted that the government continues to implement strategic education policy reforms in collaboration with key sector stakeholders to enhance the delivery of quality education to learners across the country.
He congratulated stakeholders at all levels whose contributions ensured the success of the education cycle and emphasized the need for teachers to demonstrate integrity, honesty, and accountability in the execution of their duties.
The minister further cautioned school administrators to prioritize equality and inclusion, particularly for vulnerable learners such as children with physical disabilities. He stressed that such learners should be given the necessary support and care to enable them to thrive and celebrate achievements alongside their peers.
Dr. Muyingo also urged schools not to sideline students with lower grades. Instead, he encouraged institutions to admit and nurture them to achieve their full potential, just as they would students who scored Aggregate Four. He noted that disparities in performance may stem from limited resources, inadequate infrastructure, and other socio-economic challenges.
During the exercise, several senior officials from the Ministry of Education and Sports delivered strategic policy presentations aimed at equipping school leaders with updated knowledge on government education guidelines and reform priorities.
The presentations covered key areas including the relationship between boards of directors, district authorities, and head teachers; performance management; staff transfers; salary enhancement updates; professionalism; retirement policy enforcement; teacher and student discipline; and strategies for improving classroom performance and learning outcomes.
