First Deputy Prime Minister and Minister for East African Community Affairs Dr. Rebecca Alitwala Kadaga has returned to Uganda after serving as a resource person during the induction of presiding officers, deputies and party whips of Namibia’s National Assembly and National Council.
Kadaga was invited on August 6, 2026, by the Speaker of Namibia’s National Assembly, Rt. Hon. Dr. Saara Kuugongelwa-Amadhila, to facilitate the induction programme held at Swakopmund Hotel.
The induction focused on the effective administration of Parliament, organisational structures, budgeting and recruitment, as well as the roles of various office holders in promoting effective service delivery, oversight, transparency and accountability.
Kadaga shared her experience and offered guidance on parliamentary ethics, principles and the responsibilities of parliamentary leaders in strengthening the institution’s effectiveness.
The Speaker of the National Assembly, Dr. Saara Kuugongelwa-Amadhila, and the Chairperson of the National Council of Namibia, Rt. Hon. Lucas Sinimbo Muha, commended Kadaga for her insightful and inspirational contribution to the induction.
They said her experience and guidance would enrich the legislators’ capacity to effectively carry out their legislative and oversight responsibilities.
