Kampala, Uganda- Members of the Parish Development Councils (PDCs) in Kawempe Division have appealed to the President to implement his recent directive to increase their allowances from the current 10,000 UGX per quarter to enable more effective service delivery.
Over 60 members made the call on Saturday, 30th August 2025, during a strategic sensitization meeting convened and hosted by the Deputy Resident City Commissioner (D/RCC) for Kawempe Division, Kagenyi Lukka. The meeting, which brought together all PDC and SACCO leaders in the division, was held at the D/RCC’s office in Keti Falawo Zone.
Benon Kanakulya, the LC2 Chairperson of Mulago II Parish, highlighted during an open discussion that many PDC members are demoralized by the meagre quarterly allowance of 10,000 UGX. He described it as paltry and inadequate, saying it exposes members to the risk of accepting bribes or engaging in corrupt practices. He emphasized the urgent need for the government to enhance the allowance as a way of appreciating their work and reducing vulnerability to unethical behavior.
Members also urged the government to involve other stakeholders to support the challenging task of loan recovery from beneficiaries. They noted that many beneficiaries do not respect the PDC members, a situation that requires a robust enforcement mechanism.
Participants asked the D/RCC to urgently present their concerns to the President for immediate action.
In response, Kagenyi pledged to remind the President of his recent statement supporting the enhancement of allowances for all PDC members, recognizing its importance for efficient service delivery.
He emphasized the need for a good working relationship between PDC members and loan beneficiaries, stressing that the government is committed to ensuring that all eligible citizens access funds without unnecessary bureaucracy.
Kagenyi also reminded attendees of the government’s commitment to building strong and vibrant relationships between PDCs and loan beneficiaries through nationwide sensitization campaigns.
The Parish Development Model (PDM) is a Ugandan government strategy launched in 2022, aimed at transitioning households from subsistence farming to the money economy. It seeks to improve incomes and welfare through services delivered at the parish level the lowest administrative unit for planning and implementation.
The PDM is a multi-sectoral approach focusing on agriculture, financial inclusion, enterprise development, infrastructure, and improved governance to drive local economic transformation.
