KAMPALA, Uganda (UGNEWSLINE) –
Four people, including three officials attached to the Kampala Capital City Authority (KCCA) Ministry Zonal Office, have been remanded to prison over alleged fraud involving a half-acre plot of land in Munyonyo, Kampala.
The accused are Charles Jude Wasswa, a Principal Assistant Secretary; Ronah Agaba, a government valuer; Esther Achom, a data entry clerk; and John Kizito, a land dealer.
They were on Thursday arraigned before the Anti-Corruption Court on charges of abuse of office, criminal conspiracy, forgery and fraudulent procurement of a land title. They were remanded until October 29, 2026.
The prosecution, working with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, alleges that the accused conspired in 2024 to fraudulently acquire land registered as Kyadondo Block 255, Plot 532, in Munyonyo, measuring approximately 0.2020 hectares.
The land reportedly belongs to James Mulebeke, who has been its registered proprietor since 2011.
Investigations indicate that Kizito initiated the alleged fraudulent acquisition by providing documents for the processing of a special certificate of title without the owner’s knowledge or consent.
Achom allegedly received the transaction documents and forwarded them to Wasswa for processing, although the documents had not been officially received at the KCCA Ministry Zonal Office.
Wasswa is further accused of using his position to influence Madinah Nabukeera, a registrar of titles at the office, to issue the special certificate without requiring the registered owner to appear for identification.
Investigators also allege that the subsequent transfer to Kizito was approved without the owner’s identification and proper verification of the authenticity of the national identity card and payment receipts.
The accused are alleged to have participated in a scheme that resulted in the irregular issuance of the title and transfer of the property, potentially prejudicing the rightful owner’s interests.
Criminal summons have also been issued to Hamida Nabukeera and Jude Tadeo Mulindwa in connection with the transaction.
