In a significant step to deepen bilateral cooperation, the Government of Uganda and the United States formalized a Memorandum of Understanding (MoU) aimed at enhancing interventions in Uganda’s health sector.
The signing on Uganda’s side was done by Matia Kasaija, Minister of Finance, Planning and Economic Development, while the US Ambassodor to Uganda William W. Popp signed on behalf of the US government.
The event was witnessed the Health Minister Dr. Ruth Aceng and his Permanent Secretary Dr. Diana Atwiine among senior government officials, representatives from the US Embassy, and affiliated organizations.
Addressing the audience after the ceremony, the minister welcomed the historic occasion, noting that the MoU would serve as a critical framework for collaboration between the two governments in areas such as HIV/AIDS, tuberculosis, malaria, maternal and child health, and global health security initiatives.
He underscored that the agreement builds upon longstanding US support for Uganda’s health programs, adding another layer of strategic partnership.
Highlighting the scale of the collaboration, Minister Kasaija referenced the US commitment of USD 1.7 billion over the 2026–2030 period to help prevent the spread of emerging and existing infectious diseases.
At the same time, Uganda will progressively increase its own budgetary contributions, targeting USD 500 million over the same period as US support gradually adjusts.
Minister Kasaija emphasized that the partnership goes beyond disease-specific interventions, aiming to strengthen national health systems, institutional capacity, and workforce development.
He welcomed provisions for joint reviews and incremental increases in funding, designed to ensure the MoU’s objectives are met effectively and sustainably.
Concluding his remarks, the Minister called on all stakeholders to implement the MoU faithfully, transforming its commitments into tangible benefits for both nations.
He expressed gratitude to the US Government for its continuous support and reaffirmed Uganda’s dedication to advancing health outcomes through strategic international partnerships.
