MOSCOW, RUSSIA – Uganda’s Vice President, Maj. (Rtd) Jessica Rose Alupo Epel, has arrived in Moscow for a four-day official visit aimed at strengthening bilateral relations between Uganda and the Russian Federation.
Alupo landed at Domodedovo International Airport earlier today and was received by a delegation of high-ranking officials, including Audrey Ivanovich Denisov, First Deputy Chairman of the Federation Council Committee; Uganda’s Ambassador to Russia, Moses Kawaaluuko Kizige; and Alex Okello, Private Principal Secretary in the Office of the Vice President, among other dignitaries.
She is accompanied by a delegation of senior Ugandan government officials: Gen. Abubaker Jeje Odongo, Minister of Foreign Affairs; Gen. Jim Muhwezi, Minister for Security; and Rose Lilly Akello, Minister for Ethics and Integrity.

The Vice President’s visit follows a formal invitation extended by Valentina Matviyenko, Speaker of the Federation Council—the upper chamber of the Russian Parliament.
During her stay, Alupo, who also serves as the Woman Member of Parliament for Katakwi District, is scheduled to hold bilateral talks with Speaker Matviyenko on Tuesday. She is also expected to address a plenary session of the Federation Council on Wednesday, June 18, 2025.
The Vice President’s itinerary includes visits to key cultural and historical sites, including the Moscow Kremlin—specifically Cathedral Square, the Diamond Fund, and the Armory—as well as the Museum-Reserve cultural complexes.
She will also visit Alexander Gardens, where she is expected to lay a wreath at the Tomb of the Unknown Soldier, located along the historic Kremlin Wall, a symbolic structure known for its defensive architecture and iconic towers.
Additionally, Alupo will meet with senior officials from the Russian government, including special representatives of the President for Middle Eastern and African affairs, as well as Deputy Foreign Minister Mikhail Bogdanov.
Her visit will also include a tour of Zaryadye Park, featuring the interactive “Flight Over Russia” attraction and an excursion through the park. She is also expected to walk across the Patriarch’s Bridge, which connects the Christ the Saviour Cathedral to the Prechistenskaya Embankment.
