TESO sub-region : The First Lady, Maama Janet Kataaha Museveni, has urged the people of the Teso sub-region not to view those outside the National Resistance Movement (NRM) as enemies but rather as fellow Ugandans who may not yet understand what the NRM stands for.
Speaking during the NRM Presidential Campaign rallies at Booma Grounds in Katakwi District and Amuria Senior Secondary School in Amuria District on Saturday, November 1, 2025, Maama Janet emphasized the importance of unity and inclusivity within the NRM.
“The President leads by example. The young members of our party must be guided by that same spirit of unity and work together to strengthen our country,” she said. “We have witnessed that unity here in Katakwi today. President Museveni and the NRM government have been used by God to build a strong foundation of peace and stability in Uganda.”
Janet Museveni called on NRM supporters to reach out and bring more Ugandans into the party. “Do not look at those who are outside the NRM as enemies. They may simply not have heard what NRM is doing,” she added.
The First Lady commended the crowd, saying, “You look beautiful in yellow. We have come together to remind each other that we are one big NRM family, with a shared responsibility for our country and future generations. On voting day, mobilize your families and villages to vote for the NRM, the President and all NRM flag bearers so that Uganda can remain united and strong.”
She urged the people of Katakwi to maintain unity as a pillar for growth and development, and to turn out in large numbers on voting day to protect the achievements of the NRM government.
President Museveni Promises Enhanced Water Supply and Education in Katakwi
On his part, the NRM Presidential Candidate, General Yoweri Kaguta Museveni, assured the people of Katakwi District that his next term will focus on improving water distribution, expanding educational opportunities, and upgrading health infrastructure.
He revealed plans to construct the Angule Small-Scale Irrigation Project in Toroma Sub-county, drill additional boreholes in 208 villages, extend piped water to more small towns, and invest in new irrigation projects. These will add to already completed projects such as the Ongongoja Irrigation System, the Ongole Small-Scale Irrigation Project in Usuk, and several large valley tanks across Ngariam and Toroma constituencies.
Currently, 342 out of 550 villages in Katakwi District have access to safe and clean water. Museveni pledged to extend this coverage even further.
The President also emphasized his commitment to universal education. He called on NRM leaders to ensure all government schools implement free education and to stop illegal fees being charged to learners. He highlighted the success of Presidential Industrial Skilling Hubs, which provide free vocational training to youth who had previously dropped out of school.
Museveni promised to build additional primary and secondary schools in Katakwi, adding to the existing 78 government primary and 10 secondary schools. He also listed several health centers set for upgrades, including Aakum, Omodoi, Opeta, Okocho, Akurao, and Ongongoja, all of which will be elevated from HCII to HCIII status. New HCIIIs will be constructed in Amusia, Getom, Okore, and Angodingod Sub-counties.
“These developments will strengthen our district health infrastructure and improve service delivery,” Museveni said.
Cattle Restocking and Wealth Creation Initiatives
Museveni announced the NRM’s plan to restock cattle in Teso, Acholi, and Lango sub-regions as a way to compensate communities that lost livestock during past insurgencies and cattle rustling. He encouraged residents of Katakwi to fully embrace the program, noting that it aligns with the government’s broader wealth creation agenda.
He also cautioned against corruption, revealing that a previous compensation effort had been frustrated by legal disputes and the misappropriation of over UGX 159 billion by private lawyers.
The President urged locals to learn from the success stories of Parish Development Model (PDM) and Emyooga beneficiaries who have transformed their livelihoods through government support.
Vice President Alupo Commends NRM Achievements
Vice President Jessica Alupo praised President Museveni for his leadership and for championing strategic human capital development through free education and skilling initiatives. She highlighted major government achievements in Katakwi, including the operationalization of Katakwi General Hospital, road construction, and improved electricity distribution.
“I appreciate the government’s efforts to improve livelihoods through programs such as the Parish Development Model, the Women Fund, Youth Fund, Disability Fund, and the Elderly Fund,” she said. Alupo also announced that the Government of Algeria has extended a grant to support the expansion of Katakwi District Hospital.
Call for Continued Unity
NRM Vice Chairperson for Eastern Region, Calvin Echodu, rallied the people of Katakwi to remain united and continue supporting President Museveni’s leadership, which he said has brought significant development to Uganda.
