The President of Uganda Gen (Rtd) Yoweri Kaguta Museveni has commissioned a major ethanol and extra-neutral alcohol (ENA) manufacturing plant by PRO Industries Pte Limited in Luwero District, reaffirming government commitment to agro-industrialisation, value addition, and cleaner energy solutions.

The facility, located in Ndibulungi Village, was officially opened today in a ceremony attended by the First Lady and Minister of Education and Sports, Maama Janet Kataha Museveni, along with government officials, investors, and local leaders.
President Museveni praised PRO Industries for investing in value addition and supporting Uganda’s industrial growth agenda, noting that such investments are critical for job creation and economic transformation.

He reiterated government efforts to improve workers’ welfare, reduce the cost of production inputs such as electricity and transport, and create a more competitive environment for manufacturers.
The President also urged Ugandans to continue supporting the National Resistance Movement (NRM) in the forthcoming elections, saying sustained political stability is essential to consolidating gains made in industrialisation and national development.
PRO Industries Director Riddhi Oswal said the Luwero facility is the largest extra-neutral alcohol and ethanol plant in East Africa, with a daily production capacity of 120,000 litres of ENA and 35,000 litres of ethanol.

She revealed that the company has invested approximately $100 million in the project.
Oswal added that the plant works directly with more than 20,000 farmers in Luwero District and neighbouring areas, who supply maize to the facility, thereby supporting household incomes and strengthening agricultural value chains.
She also highlighted Uganda’s policy leadership in mandating ethanol blending in all petroleum products sold nationwide starting January 2026, in line with Vision 2040 and the Biofuels Act, 2020.
According to the company, the policy is expected to cut Uganda’s annual petroleum import bill of about USD 2 billion while promoting environmental sustainability through cleaner energy use.

Oswal thanked the government for maintaining peace, security, and policy consistency, which she said have enabled PRO Industries and other investors to thrive and contribute to Uganda’s socio-economic transformation.
