TRIPOLI, Libya (UGNEWSLINE) – Uganda has called for urgent and comprehensive reform of the United Nations Security Council, urging the international community to address Africa’s longstanding underrepresentation in global decisions on international peace and security.

Delivering Uganda’s statement at the 14th Ministerial Meeting of the African Union Committee of Ten (C-10) on UN Security Council reform in Tripoli, Libya, on October 11, 2026, Minister of State for Foreign Affairs (Regional Affairs) Haruna Kyeyune Kasolo reaffirmed Uganda’s commitment to the Common African Position, anchored in the Ezulwini Consensus and Sirte Declaration.

Uganda called for Africa to be allocated at least two permanent seats on the Security Council, with all associated privileges, including the veto, as well as two additional non-permanent seats.

Kasolo said Africa’s continued exclusion from permanent membership was a longstanding historical injustice that needed to be addressed through meaningful reforms.

He emphasised that the reform of the Security Council should reflect current geopolitical realities and promote a more inclusive, equitable, transparent and representative multilateral system.

The minister also urged the five permanent members of the Security Council to demonstrate genuine political will to advance the reform process.

He underscored the need to translate ongoing Intergovernmental Negotiations into tangible outcomes by building on areas of agreement while maintaining African unity and cohesion.

The meeting provided an opportunity for C-10 members to assess progress, discuss persistent challenges and strengthen strategies for advancing Africa’s position in the UN reform agenda, including commitments under the Pact for the Future.

Kasolo reaffirmed that Africa must speak with one voice and secure representation that reflects its place in the international system.

He warned that further delays in reforming the Security Council risk undermining Africa’s interests and weakening the credibility of the multilateral system.

Uganda’s position is that a reformed UN Security Council must reflect the realities of today’s world and address historical inequalities in global decision-making.
